Description
This action will award a firm fixed price purchase order to NVision Solutions, Inc. 88360 Diamondhead Dr. E, Diamondhead, MS 39525 (CAGE Code 1X1H0), on a sole source basis. 4 each NVS70001-300 CORE SAMPLE TRANSPORT BOX, NON-COLLAPSIBLE 100 each NVS70003-300 DIVER CORE LINER WITH CUTTER CATCHER The Naval Surface Warfare Center Panama City Division (NSWC PCD) Surface Mine Countermeasures (SMCM) program needs to collect additional information on ocean bottom characteristics, specifically ocean bottom core samples, to allow them to determine the effectiveness of their bottom sediment classification (BSC) system. Once collected, the ocean bottom core samples need to be properly sealed and secured and then shipped back to the Naval Oceanographic Office (NAVO) Geology Laboratory in Stennis, MS. The NAVO Geology laboratory has developed specific procedures for how to properly collect, seal, store and ship these samples to ensure that the samples will not be compromised. This information is of interest to other NSWC PCD organizations and programs as well, including the MIREM program that wants to incorporate this data collection capability into their current and future test and evaluation (T&E) and exercise support events. To support their requirements to support collection and transfer of ocean bottom core samples from remote field sites, the NAVO Geology Laboratory has worked with a single vendor, NVision Solutions, Inc., to develop prototype collapsible and non-collapsible core sample transport boxes and a diver core liner and cutter/catcher assembly device that matches their needed operational requirements and performance specifications. As such, NVision Solutions, Inc. holds the proprietary data for these items and it is more advantageous to the Government to award on a EDWOSB basis to this entity rather than developing a new source. This acquisition will be conducted using simplified acquisition procedures with a total dollar exceeding the micropurchase threshold but not exceeding $32,965.80. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This proposed acquisition is to support NSWC PCD FY19 hiring plan and furnish additional products to existing users. This purchase will be funded with FY18 OMN funds.
