Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached to this announcement. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-100, dated August 22, 2018. Solicitation # 36C25618U0471 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award from this solicitation. The North American Industry Classification System (NAICS) Code is 562910 and the Small Business Administration s (SBA) size standard is $20.5 million for this procurement. This procurement will be issued as a total set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), see VAAR Clause 852.219-10. As such, offerors must be verified as a SDVOSB on the VA Center for Verification and Evaluation s website located at https://www.vip.vetbiz.gov to be considered for award. The Government is seeking a Contractor to provide all necessary resources, labor, services, supervision, materials, tools, equipment, transportation, and expertise to perform mold remediation services. The contractor shall perform these services in accordance with the attached Statement of Work (SOW). The project must be completed in accordance with industry conformance standards, applicable safety regulations, Government contract specifications and this statement of work. This requirement will be subject to Service Contract Labor Standards (SCLS) prevailing wages rates (WD 15-5233) (Rev.10) dated August 06, 2018. Place of Performance: Michael E. The Government s intent is to award without discussions. Site Visit: A site visit is scheduled for September 21, 2018 at 10:00 AM at the Michael E. DeBakey VA Medical Center-Houston, Main Lobby, 2002 Holcombe Blvd, Bldg. 100, Houston, TX 77082. Contractors will meet at the north entrance of Building 100 with John Walker, Contract Specialist, as he will be hosting the site visit. Attendance is NOT mandatory, but highly encouraged so quoter (s) can inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent the information is reasonably obtainable. All quoter(s) SHOULD RSVP for this site visit and limited to two (2) attendees per quoter. Please RSVP at John.Walker15@va.gov no later than September 20, 2018. Site Visit Sign-Up time is at 9:45 AM Site Visit Departure time 10:00 AM The tour will start at exactly 10:00 local time. There will be no additional tours to support late arrivals. For vendors with questions and or concerns, an opportunity to submit Vendor's Request for Information (RFI) is allowed following the end of the scheduled site visit. All RFI s will be due no later than 10:00 AM (CST) on Tuesday, September 25, 2018. Submitting Quote: Quoter(s) shall submit their quote using the Price Schedule attachment provided in this solicitation. Quoters shall also submit evidence they can meet the qualifications of section 8-9 of the SOW. Finally, quoters must submit their current SDVOSB certification from the VA Center for Verification and Evaluation s website located at https://www.vip.vetbiz.gov.
