- INTRODUCTION The U.S. Securities and Exchange Commission (SEC) is seeking information on a tool that can be integrated with web based applications for external filers to securely submit their digitally signed non-public filings to the SEC. BACKGROUND The U.S. Securities and Exchange Commission (the commission) currently uses several different applications to track incoming non-public rule filings and outgoing correspondence to the filers. However, these applications have limited interconnectivity between the systems. These applications are built in-house using Java technology and storing the filings/documents and the metadata in a Sybase Database for reporting, reviewing and taking action by the Commission staff. SCOPE OF REQUEST FOR INFORMATION The Commission seeks information regarding an integrated tool that should possess several important functionalities, as outlined below: • The tool shall have digital signature functionality and provide a single interface for users to open, fill out and save form • The tool shall have the capability to lock the forms once digitally signed by a person and shall be editable once unlocked by the person who had signed the form • The tool shall be compatible with IE, Chrome and Edge internet browsers • The tool shall be flexibility so that fillable Forms can be designed using the tool as per current applications requirements • The tool shall allow documents to be attached to the designed forms with different formats e.g. Word, PDF • The data and the documents shall be parsable to the Sybase database • The tool shall allow forms to be saved exactly as they were submitted • The Forms shall be easily embedded within existing applications web sites The Commission welcomes responses on Commercial-off-the-Shelf products that fulfill the functionality described above so long as they are operational, supported, and well-tested. This RFI reflects the minimum functionality we seek. Respondents are encouraged to provide information on alternative and innovative tools, functions, and designs, particularly if a respondent thinks it would produce superior results. RFI respondents must respond in the form of a Capability Statement that addresses: 1) the product's ability to fulfill the above functionality, 2) provide Voluntary Product Accessibility Template (VPAT), 3) company's profile and capability in providing these types of tools, if any 4) minimum technical infrastructure requirement that SEC should already possess and 5) pricing for different package offerings 6) and any other relevant information that would enhance the staff's understanding of the information submitted. If all or any portion of the required capabilities can be provided via commercial off the shelf software, please so indicate in your response.
