- Notice of Intent to Sole Source Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to Best Practice Professionals, Inc. (DBA: OneSouce Document Management Service) at 1475 Military Way Salt Lake City, UT, 84103-4457. Reference number is N0025918N0107. Requirement is for one year OneSource web subscription service with four option years. Best Practice Professionals, Inc. is the only vendor that can provide the OneSource web subscription service that meets the minimum requirements as listed below: Minimum Salient Characteristics are as follows: • Web based access to access the current, validated manufacturer' Instructions for Use (IFUs) • Complete online database service of manufacturer's validated IFU's • One license needed for the facility and clinics under the command umbrella • Standard search and dropdown search options by category and subcategory • "Recently Viewed" and "Favorite List" • Table of Contents with ability to open documents • Company has maintained a system error-free track record for providing accurate, manufacture-validated IFU documents • Ability to request particular manufacturer document not listed • Customer service team that includes experienced operating room and sterile processing technicians that can answer instrument, equipment sterilization as well as biomedical equipment sterilization as well as bio medically equipment preventive maintenance questions. • Ability to be notified of revised documents This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required items. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 4pm PST, 19-Sept-2018.
