- The Veterans Administration (VA) Service Area Office East (SAOE) R&D Contracting Office intends to negotiate on a sole-source basis with Imaging Systems and Service, Inc. (ISSI), 143 Burton St., Painesville, OH 44077, for the procurement of a custom biplanar fluoroscopy x-ray system (less cameras) in support of the VA Salt Lake City Medical Center Orthopedic Research Laboratory s ongoing osteoarthritis research studies. This procurement is being conducted in accordance with FAR 6.302-1(a)(1) and 6.302-1(b)(1)(i) (only 1 responsible source) because the Government believes that ISSI is the only contractor with the expertise and skills capable of building and installing a custom, high-speed fluoroscopy system that will meet the clinical requirements of the study. Some of the system specifications include: Continuous fluoroscopy mode available for high-speed activities; 16 image intensifiers; Compatibility with high-speed cameras capable of up to 6,000 per second with minimum 18 GB memory. Note: These cameras are to be purchased separately from this contract; Laser alignment system and built-in linear measurement system; Overhead gantry system; Mobile image intensifier bases; External triggers; Remote mounted power supplies; This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 334517, small business size standard of 1,00 employees. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Jeff Greis, Contracting Officer, no later than September 20, 12:01 ET. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with a sole-source procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the SAOE R&D Contracting Officer. Please include your socioeconomic status (i.e., SDVOSB and DUNS numbers) in your responses.
