Single-sole Source (Including brand-name) Determination: The determination by the Government to make a single-sole source (Including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10 - Market Research, specifically the results of the market research concluded there were no other sources available to meet the government needs. Non-Competitive (Single-sole Source (Including brand-name)) Determination: This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to: Stanford University 3160 Porter Drive, Suite 100 Palo Alto, CA 94304 Description of Requirement: The National Institute of Mental Health (NIMH), Section on Behavioral Pediatrics (SBP), Intramural Research Program conducts clinical research on a variety of childhood behavioral problems including research to identify both biological and clinical factors which influence the onset and expression of behavioral symptoms and to develop more effective treatment and prevention strategies for childhood disorders. Currently, SBP's research is focused on understanding the etiology, pathophysiology and clinical features of obsessive compulsive disorder, including acute-onset subtypes. The National Institute of Mental Health (NIMH), National Institutes of Health (NIH) is in need of a board-certified pediatrician and rheumatologist to consult on detailed clinical information and crucial biological specimens from children living in California who have an abrupt onset of neuropsychiatric symptoms. The phenotypic profiles and biospecimens of these children will be compared against those obtained from children living in four other geographically diverse sites (Massachusetts, Arizona, Minnesota, and Virginia). The California patient profiles also will be compared against data and samples previously obtained in the NIMH Intramural Research Program in order to ascertain temporally-related changes in clinical presentation, microbial virulence and host reactivity. The Contractor shall provide detailed clinical, laboratory and biomedical data from children living in California who meet diagnostic criteria for PANS. The criteria include 1) Abrupt, dramatic onset of obsessive-compulsive disorder (OCD) or severely restricted food intake AND 2) Concurrent presence of additional neuropsychiatric symptoms, with similarly severe and acute onset, from at least two of the following seven categories: Anxiety (particularly separation anxiety); Emotional lability and depression; Irritability, aggression, and/or severely oppositional behaviors; Behavioral (developmental) regression; Deterioration in school performance (due to inattention, concentration difficulties, memory deficits, or othims); Sensory or motor abnormalities; or Somatic signs and symptoms, including sleep disturbances, enuresis, or urinary frequency. Symptoms are not better explained by a known neurologic or medical disorder, such as Sydenham chorea, systemic lupus erythematosus, Tourette disorder, or others. Closing Statement: Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties' bona fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and must reference the announcement.
