- U.S. ARMY CORPS OF ENGINEERS (USACE) LEADERSHIP DEVELOPMENT PROGRAM II (LDP II). The proposed procurement is a Woman Owned Small Business (WOSB) Set-Aside Request for Proposal (RFP), and thus open to WOSB only. NAICS is 611430, with a size standard of $11,000,000.00. RFP will be issued on or about 25 September 2018, with proposals due on or about 25 October 2018. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. This requirement consists of providing Mid-Level Leadership training to USACE Albuquerque District employees. The LDP II program is primarily designed for high performing GS 9 - 12 employees and focuses on competencies that are critical to lead successfully in the challenging and complex environment of USACE, specifically the Albuquerque District. Services should include eight core sessions tailored to the specific challenges and opportunities being faced by the District. Each session should provide the opportunity to understand and practice leadership behaviors; be an active participant and team member; and obtain guidance and coaching on how to maximize leadership abilities. The Contractor shall provide a mid-level leadership training program that encompasses 64 total training hours, meeting once monthly, spread over an eight month period. Each course session will be four hours with an AM/PM schedule. Topics must, at a minimum, include Conflict Management, Leveraging Diversity, Team Building, and Developing and Leading Others. The Contractor should include the Strength Finders, as well as a Myers-Briggs-type assessment. The LDP II will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract with a base period of performance and four option periods of performance.
