SAM Registration Template SAM Registration Template SAM Registration Guide SAM Registration Guide SAM Registration Guide SAM Registration Guide Rate Schedule Industry Questionnaire Statement of Work from Initial Requirement SF330 - A-E Qualifications FA5613-19-R-AE SOURCES SOUGHT AND REQUEST FOR INFORMATION FOR THE RE-ACQUISITION OF ARCHITECT AND ENGINEERING SERVICES AT RAMSTEIN AIR BASE, GERMANY PREPARED BY 700th CONTRACTING SQUADRON DESCRIPTION OF SERVICE Introduction: This notice officially begins dialogue with industry for the re-acquisition of follow-on Architecture and Engineering (A-E) Indefinite Delivery Indefinite Quantity (IDIQ) contracts in support of the Kaiserslautern Military Community (KMC) with performance to commence in October of 2019. The sources sought / request for information is a market research tool used for the purposes of preliminary acquisition planning and does not constitute a Request for Quote (RFQ), Request for Bid (RFB) or Request for Proposal (RFP). The intent of this notice is to identify potential offerors and is not a commitment of the Government for any purpose other than market research. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. Please ensure if you are anticipating submitting a proposal when the soliciation is posted, that your company is registered in SAM.gov. Directions on registering in SAM.gov have been provided in the attachments listed below. Respondents will not be notified of the data collected in result of this market research and any information submitted to this request by respondents is voluntary. It is anticipated the government will award a minimum of three (3) but no more than six (6) Firm-Fixed Price (FFP), IDIQ contracts, each with a base ordering period of one year and four (4) one year options. These IDIQ contracts will support the 86th CES located at Ramstein AB, Germany. All work will consist of A-E services for facilities and geographically separated units (GSU) and other locations supported by the KMC. Work is anticipated to be performed will be within the North American Industry Classification System (NAICS) Codes of 541330 Engineering Services, 541310 Architectural (except landscape) services, and 541320, Landscape Architectural Services which are solicited under the Fedbizopps opportunity classification code of "C". A-E services is defined by 40 U.S.C. 1102 as "(1) Professional services of an architectural or engineering nature, as defined by State law, if applicable, that are required to be performed or approved by a person licensed, registered, or certified to provide those services; (2) Professional services of an architectural or engineering nature performed by contract that are associated with research, planning, development, design, construction, alteration, or repair of real property; and (3) Those other professional services of an architectural or engineering nature, or incidental services, that members of the architectural and engineering professions (and individuals in their employ) may logically or justifiably perform, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, and other related services." GENERAL SCOPE OF A-E SERVICES General Requirements: General services include, but are not limited to: design of various repair or rehabilitation, maintenance and minor construction projects involving architecture, civil engineering, structural engineering, mechanical engineering, electrical engineering and other related disciplines (e.g. sustainable design, fire protection; electrical and HVAC; pavements (streets, parking lots), airfield (runways, taxiways, tamps), water, storm and sanitary sewer, rain water retention and overflow basins, communications; topographic surveys; geotechnical surveys; structural investigation, analysis, and testing and bringing back to compliance if necessary). Projects may include utilities, engineering and feasibility studies, site investigations and surveys, compliance inspections (AST, UST, Gas stations, grease traps and OWS) including technical advice, construction supervision and inspection and contaminant surveys and abatement design and other general engineering and design services. The list of multi-disciplined A-E services potentially required is but not limited to the areas listed as follows: Acoustical Engineer Hydraulic Engineer Administrative Hydrographic Surveyor Aerial Photographer Hydrologist Aeronautical Engineer Industrial Engineer Archeologist Industrial Hygienist Architect Interior Designer Biologist Land Surveyor CADD Technician Landscape Architect Cartographer Materials Engineer Chemical Engineer Materials Handling Engineer Chemist Mechanical Engineer Civil Engineer Mining Engineer Communications Engineer Oceanographer Computer Programmer Photo Interpreter Construction Inspector Photogrammetrist Construction Manager Planner: Urban/Regional Corrosion Engineer Project Manager Cost Engineer/Estimator Remote Sensing Specialist Ecologist Risk Assessor Economist Safety/Occupational Health Engineer Electrical Engineer Sanitary Engineer Electronics Engineer Scheduler Environmental Engineer Security Specialist Environmental Scientist Soils Engineer Fire Protection Engineer Specifications Writer Forensic Engineer Structural Engineer Foundation/Geotechnical Engineer Technician/Analyst Geodetic Surveyor Toxicologist GIS Specialist Transportation Engineer Geologist Value Engineer Health Facility Planner Water Resources Engineer Performance of services will be accomplished by the contractor through individual Task Orders (TOS). A Task Order Request for Proposal (TORFP) will be issued to define specific project requirements in accordance with an attached statement of work. All support and design services shall include associated travel, reproduction, compliance with US and German laws, regulations, construction practices, and procedures. The A-E, sub-contractors, employees and his agents shall all have the required certificate and licenses for performance of the work. Specific regulations to reference consist of the Final Governing Standards, UR 200-1, DoDI 4715.8 and AFI 32-1023.
