Description
The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Municipality of Aguadilla, Ave San Carlos, Aguadilla, PR 00603-4907 for the following: The contractor shall provide REFUSE AND RECYCLING COLLECTION AND DISPOSAL SERVICES AT THE U. S. COAST GUARD (USCG) AIR STATION (AIRSTA) BORINQUEN, AGUADILLA, PUERTO RICO for three (3) months from 01 OCTOBER 2018 to 31 DECEMBER 2018. Locations include the Housing Complex, Hangar Complex, Ramey School and Lighthouse Areas. All refuse and bulk items shall be disposed of to a location licensed by the government of Puerto Rico and following all Federal, State and local licenses and regulations for such purposes. The Contractor shall obtain all necessary permits for disposing of refuse. The contractor shall collect aluminum beverage cans, glass bottles and paper products as recyclable materials. All items (i.e. cardboard, bottles, cans, glass, papers, metal) shall be taken to a recycling operation licensed by the government of Puerto Rico. The Contractor shall comply with all Federal, State and local licenses and regulations for such purposes. The contractor shall obtain all necessary permits for handling recyclables. In addition, the Contractor shall collect all vegetative material using a special 20-cy container. Contractor shall coordinate with the government's representative (COR) the location where the container will be located. Container location will vary as needs change. Location could be at Hangar, Lighthouse, Housing and Coast Guard Exchange (CGES) areas. Material, when collected, shall be shredded in accordance with the waste regulatory agencies. Contractor shall submit a technical plan of procedures to be used to comply with latest laws and regulations of vegetative material collection and recycling. Such pertinent regulations shall include the applicable regulations and pertaining provisions of the Puerto Rico Environmental Quality Board (EQB) and Puerto Rico Solid Waste Management Authority. Specifically the contractor will collect a quantity of 242/95-gallon refuse containers from Housing and other areas once a week. Collect a quantity of 9/6-cubic yard refuse containers at Air Station Borinquen once a week. Collect a quantity of 2/6-cubic yard refuse containers at Ramey School twice a week. Estimated quantities work includes: Collecting an estimated quantity of 225/65-gallon recycling containers once every two weeks. Collecting a quantity of 4/95-gallon recycling container once a week. Collecting approximately 20 -20 cubic yard refuse containers as needed and 20-20 cubic yard vegetative material/shredding recycling containers as needed. Recycling Schedule: a. Recycling collection from all 95-gallon and 6 cubic yard containers shall be accomplished Monday through Friday, excluding Federal Holidays, between the hours of 7:00 am and 6:00 pm. Pick up shall be made once a week, on the same day each week. The COR shall be notified in advance of any deviation from the regular schedule. b. The 20-cy recycling containers shall be picked up when full. The COR shall notify the contractor, and the contractor shall make arrangements to have the recycling picked up not later than 2 working days after notification. The NAICS Code for this procurement 562111. The contract type will be a firm-fixed price. If no responses are received within three (3) days with sufficient information to determine that another responsible source is available, negotiations will be conducted with Municipality of Aquadilla.
