- JOFOC THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The National Transportation Safety Board (NTSB) intends to solicit and award a sole source firm fixed price contract for the requirement of "Rembrandt Software License" to BMT Ship & Costal Dynamics for one Rembrandt software license, 10 ship models, and technical support to visualize accident data for analysis of major marine casualties. The authority under which this requirement will be awarded is FAR 13.106-1(b)(1)(i), soliciting from a single source. The Government intends to acquire these commercial items under FAR Part 13. The NTSB is an independent Federal agency charged by Congress with investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The NTSB Office of Marine Safety requires a Data Analytics Software program to visualize marine accidents. Typically, accidents are reconstructed using data by staff in the NTSB Office of Research and Engineering. This will continue. However, the technology now exists that allows for rapid conversion of data into a visual product that investigators can easily manipulate, creating trials or "what-if" scenarios. With the tool, the investigators could recreate the accident and input other data, such as charted navigation aids, visibility, depths and data from multiple vessels. Rather than waiting months for a recreation, this software could provide a visual rendering in days after receiving the data. Other world accident investigation authorities have been testing and using this software. NTSB is a world leader in accident investigations and having a common platform with our international partners would be of immense value and provide our investigators with a valuable tool. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the same functionality as provided by the Rembrandt software, to include the ability recreate the accident and input other data, such as charted navigation aids, visibility, depths and data from multiple vessels. Information, not to exceed five (5) pages, can be sent via e-mail to Veronica Powell, at veronica.powell@ntsb.gov. Responses received will be evaluated; though, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the NTSB will proceed with the issuance of a sole source solicitation for this requirement to BMT Ship & Costal Dynamics. All questions and or requests must be received in writing via email no later than 9:30 a.m. (Eastern Standard Time) on or before September 23, 2018.
