- JOFOC THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The National Transportation Safety Board (NTSB) intends to solicit and award a sole source firm fixed price contract for the requirement of "LECO Microhardness Tester Software Upgrade" to LECO Corporation, for AMH43 to AMH55 upgrade with PC. The authority for which this requirement will be awarded is FAR 13.106-1(b)(1)(i), soliciting from a single source. The Government intends to acquire these commercial items under FAR Part 13. The NTSB is an independent Federal agency charged by Congress with investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The National Transportation Safety Board (NTSB) has a requirement for a Software upgrade for the LECO Microhardness tester. An upgrade is required to provide up-to-date operation, necessary higher resolution imaging for more accurate measurement capabilities and a less complicated user-friendly performance. The existing software is out of date, and more complicated to use along with a lower resolution camera providing less accurate results. LECO will no longer support the current software version. The decision to award a sole source order is based on the fact that LECO is the manufacturer of the Microhardness tester and is the only company authorized to provide this software upgrade for the instrument. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the same functionality as provided by the LECO software, to include the ability provide up-to-date operation, higher resolution imaging for more accurate measurement capabilities and a less complicated user-friendly performance. Information, not to exceed five (5) pages, can be sent via e-mail to Veronica Powell, at veronica.powell@ntsb.gov. Responses received will be evaluated; though, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the NTSB will proceed with the issuance of a sole source solicitation for this requirement to LECO Corp. All questions regarding this synopsis or a request for a copy of the solicitation shall be directed to Veronica Powell via email at veronica.powell@ntsb.gov. The subject line must state (LECO Upgrade - Company Name). All questions and or requests must be received in writing via email no later than 9:30 a.m. (Eastern Standard Time) on or before September 23, 2018.
