Attachment 2 Fabrics Under FAR 13.106 (b) (1) Soliciting From A Single Source and FAR 13.501 (a) (2) Sole Source (Including Brand Name) Acquisitions the U.S. Army Contracting Command, Aberdeen Proving Grounds, Natick Contracting Division on behalf of the U.S. Army Natick Soldier RD&E Center (NSRDEC), Cold Temperature and Arctic Protection System (CTAPS) intents to solicit a firm fixed price procurement for manufactured items with certain brand name materials (See Attachment Fabrics) for prototypes for wet weather, extreme cold weather, and base layer uniforms. These prototypes will be evaluated in the field to collect data in order inform requirements for a cold weather uniform ensemble. The prototype garments required for the CTAPS effort will be used in testing events, the purpose of which will be to characterize the performance of the required component materials when they are integrated together in a cold weather garment. Alternate materials with substantially similar salient characteristics cannot be used, since the purpose of this testing is to evaluate the characteristics of the particular materials identified in the attached table. Alternate materials would invalidate the test data. Background: The Government (NSRDEC) intents to procure one innovative clothing design/cut/ sew supplier to produce 84 wet weather experimental jacket and trouser in six (6) sizes, 78 Extreme Cold Experimental Parka and Trousers in four (4) sizes, and 100 Superfine Knit Shirts and Trousers in six (6) sizes, all with a delivery date no later than 21 Dec 18 for a Winter 18-19 limited field user evaluation. The North American Industry Classification System (NAICS) code is 315280 Other Cut and Sew Apparel Manufacturing with a small business standard size of 750,000 employees. The Standard Industrial Classification (SIC) Code is 8415 Clothing, Special Purpose. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available.
