- Blossom Point Satellite Command and Tracking Facility (BPTF)-Mission, Building, Facilities Support DRAFT SOW. Source Sought Notice THIS IS SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS RFI OR ANY FOLLOW UP INFORMATION REQUESTS. RESPONSES TO THIS NOTICE ARE NOT OFFERS AND WILL NOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT OR AGREEMENT. RESPONSES TO THE RFI WILL NOT BE RETURNED. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILTY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. The sources sought notice issued by the Naval Research Laboratory (NRL) is issued solely for informational and planning purposes and market research. This sources sought is seeking interest concerns capable and interested in providing Research & Development of Satellite and Ground Station Services for U.S. Naval Research Laboratory’s Blossom Point Tracking Facility (BPTF) in Welcome, MD. All responses will be used to determine the appropriate acquisition strategy for future acquisition. An Industry Day at BPTF may follow after the sources sought notice. **Responses from small businesses and small, disadvantaged business firms are highly encouraged. **The applicable North American Industry Classification System (NAICS) code 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), has been selected for this requirement. The small business size standard is 1,000 in number of employees. Attached is a DRAFT Statement of Work (SOW), which gives a general description of the scope of work that is projected to be provided at BPTF. Please keep in mind the attached DRAFT PWS does not define the final requirement. The interested parties must have facility security clearance at the “TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION” level. All interested parties are to provide a brief statement of capability outlining their expertise via past/current work relative to this requirement. It is imperative that interested parties responding to the sources sought articulate their capabilities clearly and adequately. It should also include the below information about your company/institution, or any testing or joint venture partners. · Company’s name · Address · Point-Of-Contact(s) phone number, email address · Brief past performance information on classified projects of a similar scope · Company’s current security clearance level and expiration date · Company’s facility security officer’s information and telephone number · Business size/type (Small Business, Veteran-owned,Women-owned, etc.) · Commercial and American Industry Classification System (CAGE) Code · Data Universal Numbering System (DUNS) · Website (if applicable) This RFI is issued solely for informational and planning purposes only and is not a solicitation. All information received in response to this announcement that is marked “Proprietary” will be handled accordingly. Responses will not be returned. All interested and qualified sources must notify this office by electronic mail no later than 12 October 2018. Telephone calls will not be accepted. Please send response via email with a subject heading of “BPTF R&D Services” at: erica.turner@nrlssc.navy.mil. A debriefing on the results will not be provided by the Government. Be advised that the government will not pay for any information or administrative cost incurred in response to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents.
