- The VA Network Contracting Office (NCO) 8 intends to issue a single-source procurement action to EBSCO Publishing for EBSCO Health Databases. The base period of Performance: October 1, 2018 September 30, 2019 with four (4) option years. The applicable NAICS for this acquisition is 511120 with a business size standard of 1,000. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106(b). This is a notice of intent to award a single-source procurement action and is not a request for competitive proposals. Firms who want to challenge the single source must submit an interest letter that demonstrates the firm's ability to provide an equivalent service as described above. Interested parties must provide a rationale as to why they should be considered. Respond to the below point of contact by Thursday September 20, 2018, 9:00 AM local time (GMT-4). A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NCO 8 will not provide any reimbursement for any costs connected with providing the capability information. Rule requires a firm to be registered in the System for Award Management (SAM) (https://www.sam.gov) prior to award of any contract or agreement. Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
