- UPDATE 14 SEPT 2018 U.S. Army, Project Manager (PM) Next Generation Combat Vehicle (NGCV), hereafter referred to as the United States Government (USG), would like to invite interested traditional, non-traditional, foreign and domestic defense partners who intend to submit a proposal as a prime contractor to participate in a one-on-one session with the Government on either Monday, October 1; Tuesday, October 2; Wednesday, October 3; or Thursday, October 4. Three hour time block will be assigned by the Government. The one-on-one sessions will take place at the Defense Acquisition University (DAU) Sterling Heights Campus, whose address is 38219 Mound Rd, 2nd Floor, Sterling Heights, MI 48310, to discuss the emerging requirements for Optionally Manned Fighting Vehicle(s) (OMFV). These discussions will be UNCLASSIFED. This is industry's opportunity to provide its comments directly to the Government on the NGCV-OMFV, and to communicate any risk areas of the program pertaining to technical, cost, or schedule. The Government intends to answer as many UNCLASSFIED questions from Industry during the session, as possible. All industry questions and official USG answers from each session will be released, with any identifying information of the Industry Partner removed. Prior to the event, the Government will release specific questions or areas of consideration for industry feedback and ground rules for the one-on-one sessions via the FBO website. Discussions must be focused on industry feedback and concerns to the documents posted to FBO in preparation for this event. One-on-One sessions will not be used for the purposes of business marketing, and the Government requires the attendance of technical experts. Although Business Development personnel may attend, the one-on-one session will only be scheduled if there is a commitment from the technical experts to attend. Additionally, the Government specifically requests that a representative from your turret manufacturer be in attendance as well. Should any time remain after addressing specific Government questions, industry is strongly encouraged to use its remaining slotted time to express any other technical or program related concerns. Interested prime contractors may register for one 3-hour session per company. Interested subcontractors or independent consultants may participate as part of 3-hour session with a prime contractor, but will not be given its own one-on-one session. The USG would like Industry feedback on the cost, feasibility, and risk, regarding: 1.)Contractor's likely-proposed System Overview of: a.Lethality/Sensors b.Vehicle Protection c.Power/Mobility d.Vehicle Electronics/Network Architecture e.SWAP-C2 f.Transportability 2.)Feedback on Draft Acquisition Concept a.Physical Bid Samples vs. Digital Designs b.Smart Approaches to Contracting (Other Transaction Authority (OTA), Cost Plus (CP), Firm Fixed Price (FFP), etc. c.Concerns with EMD schedule execution d.Feasibility of CFM vs. GFM ONE-ON-ONE SESSION REGISTRATION INSTRUCTIONS: Please submit the following information to the general mailbox at usarmy.detroit.peo-gcs.mbx.ngcv-omfv-contracting@mail.mil no later than 12:00 PM local time on 24 September 2018 to pre-register for this event. NOTE: If the Government already has the below information from your attendance at the 06 August 2018 Industry Day, there is no need to resubmit. A maximum of six (6) individuals per company will be permitted to register/attend, although if a potential prime vendor is bringing potential subcontractor(s) the total number for the entire team is nine (9) individuals. Registration requests will not be accepted via telephone. Registrations received after 12:00 PM local time on 24 September 2018 may not be accepted. 1.Preferred date (1-4 October) and time (morning or afternoon) 2.Individual attendees full name with official position title within your organization 3.Individual attendees e-mail address 4.Company name 5.Company CAGE Code 6.Telephone number 7.Citizenship Status (U.S. Federal or state issued ID card required at One-on-One Session check-in) 8.Photocopy of foreign passports (Foreign Nationals only) 9.Identify if your company is a U.S. based firm or a non-U.S. based firm and identify the country location. 10.Are you primarily interested as a prime contractor, or subcontractor? 11.Do you wish to have your company name published on the FBO website? When submitting One-on-One Session registration information, please include "OMFV One-on-One Session" in the email subject line. The Goverment reserves the right to change the time, date, or location of this event; any chances will be posted to the FBO website. While the Government will do its best to accommodate the potential prime offeror's preferred date and time of the one-on-one session, the date and time will ultimately be assigned by the Government. ADDITIONAL INFORMATION: This invitation to participate in a One-on-One Session does not constitute an invitation for bid or RFP. Any procurement action for the OMFV Program will be subject to a separate, future announcement. The USG is under no obligation to award any related contract associated with this event. Further, it does not obligate the USG in any manner. The USG will not reimburse interested parties for any costs associated with preparing or submitting a response to this notice, or for preparing for or attending the One-on-One Session. Participation in the OMFV One-on-One Session is voluntary. OMFV documents, as well as other releasable OMFV information, will be posted to FBO as it becomes publicly releasable. The posted information is provided for planning purposes only. It does not constitute a RFP, nor does it restrict the USG as to its acquisition approach for the OMFV. Dress will be business casual.
