- The work includes the installation of a 42-inch potable water transmission main from the Waiawa Pump Station, located at the northern end of Waihona Street, to the existing 42-inch water main near the intersection of Lehua Avenue and Second Street. This new pipeline will replace the existing 42-inch transmission main which has reached the end of its useful life. It also includes installation of a 16-inch potable water line for continuation of service to the Manana Housing Area, as well as a 12-inch fire line re-connection for the Hawaii Army National Guard facility, abandonment or removal of the existing 42-inch potable water transmission main piping, pipe supports, and valve vaults, and incidental related work. Except for brief periods, the existing waterline must remain in service during construction. The magnitude of this project is estimated between $25,000,000 and $50,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237110 AND AVERAGE ANNUAL RECEIPTS IS $36.5 MILLION OVER THE PAST THREE YEARS. THIS PROCUREMENT IS UNRESTRICTED. The contract completion period is anticipated to be 923 calendar days. The Request for Proposal (RFP) will be available on or about 9 October 2018. Printed copies of the RFP will not be issued. The RFP, excluding the specifications and drawings, will be available through the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil. The RFP, including the specifications and drawings, can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274218R1319 after the RFP is issued. Contractors must have an active FBO account to obtain access to the RFP. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to view the documents. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the RFP documents. Amendments will normally be posted to the NECO web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted on NECO and the drawings can be accessed at the FBO website using the direct link. It is the offerors responsibility to check the NECO and FBO websites periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) at https://www.sam.gov. A one-time site visit is tentatively scheduled for 30 October 2018, 9:00 a.m. Hawaii Standard Time. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and the conditions to be encountered and is not for the purpose of answering questions. A bus is being arranged to transport attendees to the various sites of the project. Due to limited space availability, a total of two (2) people from each company may attend the site visit. This is a source selection procurement requiring the submission of both technical and price proposals. Large business concerns will be required to submit a subcontracting plan as a part of the proposal. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical factors are as follows: (1) Experience, (2) Past Performance, (3) Construction Schedule, and (4) Safety. AWARD RESULTING FROM THIS SOLICITATION IS SUBJECT TO RECEIPT OF NPDES PERMITS AND ACQUISITION OF EASEMENTS WITH THE STATE OF HAWAII, CITY and COUNTY OF HONOLULU, AND PRIVATE PROPERTY OWNERS.
