PRE-SOLICITATION NOTICE 36C10E18Q9493 SERVICE & MAINTENANCE - EGEMIN AUTOMATION MAIL MOBILE IV GUIDEPATH EQUIPMENT IDENTIFICATION: The Department of Veterans Affairs, VA Regional Office and Insurance Center, 5000 Wissahickon Avenue, Philadelphia, PA 19144. NATURE OF ACTION/DESCRIPTION: Firm Fixed Price Contract. Base year with four (4) option years. Requirement for service & maintenance agreement on two (2) Egemin Automation Mailmobile IV Guidepath equipment used the in the Philadelphia Regional Office and Insurance Center to deliver mail to the various workstations on each floor. Mailmobiles are light duty automated guided vehicles that automatically deliver mail from the central mail center to various work centers throughout the Regional Office. The invisible fluorescent Guidepath is applied over existing surfaces. The Guidepath is stimulated by ultraviolet light and tracked by photoelectric sensors. The Mailmobiles will not operate when it is off the Guidepath, except under manual operation, ensuring safety for both people and equipment. Egemin Automation, is essential to the Government s requirements, whereas Egemin Automation equipment can only be serviced by factory trained and be appointed as exclusive providers of Egemin Automation; thereby market research indicates other companies similar products, or products lack the particular feature, do not meet, or cannot be modified to meet, the agency s needs. The original manufacturer places a high level of importance of training and maintenance. The training is separated into two categories: operator training and maintenance training. They require all operators training be familiar with system terminology, procedures required for safe operation, general vehicle overview (to include controls, indicators, and safety devices), general system overview (to include features and capabilities) and error recovery procedures. Those trained for maintenance training must also be aware of system terminology, procedures required for safe operation, vehicle description including a description of vehicle components and subassemblies, functional descriptions of the vehicle s subsystems, and power and signal system description. EVALUTATION CRITERIA: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous and overall best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price; 2. Technical Capabilities Evaluated as either Pass or Fail. Availability to meet the requirements outlined in the SOW Experience Letter from the manufacturer (Egemin Automation) stating company as exclusive maintenance provider of Guidepath instatallation, first year Guidepath warranty and field service for all Mailmobile units. When combined, price and technical capabilities are equal. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. Responses to this notice must be submitted to the Contracting Officer 10:00 AM (EST) September 18, 2018 via email to kimberly.tomasi@va.gov.
