Page 3 of 3 eLearning SaaS QUESTIONS & ANSWERS September 14, 2018 Potential Offeror Question (Q1): Whether companies from Outside USA can apply for this?    (like,from India or Canada) Government Answer (A1): This requirement is governed by the Buy American Act. Clause 52.225-3 is listed by reference on page 36 of the solicitation. No responses from foreign entities will be evaluated. Potential Offeror Question (Q2): Whether we need to come over there for meetings? Government Answer (A2): See response to question one above. Potential Offeror Question (Q3): Can we perform the tasks (related to RFP) outside USA?         (like, from India or Canada) Government Answer (A3): See response to question one above. Potential Offeror Question (Q4): Can we submit the proposals via email? Government Answer (A5): The current contract is GS-35F-024IU LPDRM Potential Offeror Question (Q6): Are you thinking of supplementing or replacing your current Elearning tool? Government Answer (A6): The solicitation is for an SaaS tool that meets the requirements of the PWS. Potential Offeror Question (Q7): Are there any examples that can be made available of representative sample course(s) for viewing? Government Answer (A7): We are not asking for a vendor to build courses for us. This solicitation is for an SaaS that meets the needs of the PWS. The SaaS would allow internal producers to develop courses. Viewing a course produced in the current platform may not be helpful in that regard. Potential Offeror Question (Q8): Is it desirable to provide for automatic captioning of audio and video content? Government Answer (A8): That is desirable. Potential Offeror Question (Q9): Pg. 7 "VHA EES requires an existing, available and tested eLearning SaaS that allows for the completion of 45 new eLearning projects and 120 new eLearning modules per year" Is actual creation of these courses in or outside the scope of this contract? Government Answer (A9): EES internal producers develop courses using the components of the current system and are expected to produce courses using the new SaaS that meets the PWS requirements. Potential Offeror Question (Q10): Hosting: Is LMS software & authoring tools to be hosted internally on VA servers or are they hosted by vendor? Government Answer (A10): Hosted by the vendor as the requirements is for an SaaS. Potential Offeror Question (Q11): 8.7 Courseware Template (page 13): This section states VA will own the most current downloadable version of the courseware template. In the same paragraph it states The most recent version of the courseware template shall be available to the VA for use for editing or new courseware development for a period of twenty-four months after termination of this contract. Is the use of the word own a mistake? Please clarify the intent is to license use for 24 months. Government Answer (A11): Own may be construed as the right to use the template. The VA will not own the background programming behind operation of the template. This statement gives the VA the right to use the template in its latest version for 24 months should the contract terminate without the associated other services provided by the contractor such as technical help, course generator, and course packager.
