- Sources Sought Notice Identification Number: W9128F-18-S-M043 This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to william.t.rawe@usace.army.mil no later than 2:00 p.m. MST, 24 September 2018. Please include the Sources Sought Notice Identification Number in the Subject line of the email submission. Work Description: Provided Cleared American Guard (CAG) services, up to 14 personnel, at a potential construction site within the Colorado Springs, Colorado area. CAG's will be required to perform access-control functions at all vehicle and pedestrian entrances to the site; screens all non-cleared workers, vehicles, and equipment entering or exiting the site; denies introduction of prohibited materials, such as explosives, weapons, electronic devices, or other items as specified by the Construction Security Plan. Overseas multiple non-cleared construction workers within secure areas to assure no prohibited items are introduced. Conducts random inspections of site areas to ensure no prohibited materials have been brought on to the site. Must be able bodied, capable of working on an active construction site, and able to wear all Personal Protective Equipment (PPE) necessary to satisfy safety requirements while on-site, including respirators. All suspicious materials or incidents shall be brought to the attention of the Site Security Manager. CAG's must possess at least an active U.S. SECRET clearance as verified by JPAS prior to beginning work. Interim clearances are not acceptable under any circumstances. The CAG will obtain an account for JPAS or a similar DoD personnel security clearance database to verify and monitor personnel security clearance activities, to include authorizing Secret level access or coordinating with a respective contract company security manager to action these activities for the duration of the scope of work, to include processing a DD 254, DoD Contract Security Classification forms, Standard Form 312 Nondisclosure Agreements (NDAs), and related documents to maintain on file. Submission Details: All interested, capable, qualified (under NAICS code 561612) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required. Please include the following information in your response/narrative: • Company name, address, and point of contact, with (h)er/is phone number and email address • Business size to include any official teaming arrangements as a partnership or joint venture • Details of similar projects and state whether you were the Prime or Subcontractor • Start and end dates of construction work • Project references (including owner with phone number and email address) • Project cost, term and complexity of job Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence.
