- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference #: N0025918N0103. The Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to Cerus Corporation; 2550 Stanwell Drive, Concord, CA, 94520-4813. NMCSD intends to award a service contract for two (2) CERUS INTERCEPT ILLUMINATORS. The requirement is for two (2) Cerus Intercept Illuminators is a pathogen reduction system that reduces or eliminates pathogens that potentially reside in a unit of platelets. By using ultraviolet light and specific chemicals the process destroys pathogens such as bacteria that could be transfused to a patient. The contractor is required to provide all services, materials and equipment necessary for the repair/preventive maintenance of both Cerus equipment. The scope of work performed under these specifications includes the furnishing of all labor, and parts to perform all repairs on equipment to assure continued operation at their designed efficiency and capacity. Cerus Corporation; 2550 Stanwell Drive, Concord, CA, 94520-4813 is the only FDA approved system on the market at this time. Cerus Corporation has not authorized distributors or third party to sell, distribute or service the Cerus Intercept equipment. No other manufacturer at this time has FDA approval for pathogen reduction. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 0800 AM Pacific Standard Time, 19 SEPTEMBER 2018.
