- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in October 2018 for the Multifunction Modular Mast (MMM) program. The contract will contain Cost Plus Fixed Fee (CPFF), Fixed Price Incentive Fee (FPIF), Firm-Fixed-Price (FFP), and Cost only line items. The resultant contract will be awarded to a single awardee. The contract will consist of one base year and four (4) one-year options. The AN/BSD-2 MMMs consit of below deck and above deck components that provide antenna, sensor, and down-run equipment with Radio Frequency (RF) signal distribution capability within the communication bandwidth to support signal acquisition, Direction Finding (DF), band selection, and calibration. The MMM also provides connectivity in the Above Deck Sensor Unit (ADSU) for potential Special Operations payloads. The MMM shall interface to the Integrated Submarine Communication Receiving System (ISCRS), the AN/BLQ-10 Communications, Acquisition and Direction Finding (CADF) system, and the Improved Communications Acquisition and Direction-Finding (ICADF) system for the AN/BLQ-10. When the MMM antenna is integrated into a fully operational communications system (with full software), the classification is SECRET requiring the Contractor to support system testing, troubleshooting, and repair of the system in a classified environment. This acquisition will include base and option quantities for AN/BSD-2 MMMs for VA Class Block V New Construction (quantity of 10), Modernization units for VA Class Block I and II and SWF class (quantity of 11), and spares units, as well as Engineering Services and data products. No LA Class units will be purchased under this contract, as LA class requirements have been filled on previous contracts; however, the Engineering Services hours will support the LA class. This pre-solicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis.
