- REDACTED SSJOFOC UR3e ROBOT SYSTEM The USDA, ARS, NAA, Plant Genetic Resource Unit (PGRU) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (i), 'Soliciting from a single source' based upon only one responsible source. The USDA intends to solicit and negotiate with AXIS NEW ENGLAND from Danvers, MA and is an authorized dealer for the Universal Robot Systems. CLIN 001 - (PN UR3e) The robot arm includes the following: The UR3E Robot Arm System must be capable of the following: It is critical that this robot arm is collaborative, meaning that it is able to sense and respond to human activity as a safety feature. Because the space for this robot is not permanent, we need a robot that is lightweight and can be easily moved. Salient Characteristics include: Collaborative robot (Can safely work and interact with humans); Compatible with vacuum-based sample arraying; Communications: Ethernet/IP and USB; Hardware - Mechanical/Electrical/Safety/Performance/Applied Standards; Maximum reach as a radius >= 500 mm; Rated payload >= 3 kg; Axes of movement >= 6; Polyscope graphical user interface on >=12 inch touchscreen; Interface with MATLAB software; Repeatability <= 0.03mm; Tool Speed >= 1m/s; Light-weight < 15kg; Systems Footprint - 1-meter diameter circle; Noise <= 60 dB(A); USB ports: 1 USB 2.0, 1 USB 3.0; I/O ports: Digital in >= 16, Digital out >= 16; Analog in >= 2, Analog out >=2. The system must be capable of being modified to add accessories to further expand the systems capability, i.e.: 1) Vacuum attachment to enable this robot to pick up and drop 1-centimeter leaf discs. (All accessories are pending availability of funding.) CLIN 002 - (PN AXIXNY-SV-EON) Four (4) hours of on-site startup assistance and installation within forty-five (45) calendar days after receipt of the award. CLIN 003 - (PN AXISNY_URBASIC_CLASS), On-Site Training for three (3) to five (5) people within forty-five (45) calendar days after receipt of the award. In addition, Universal Robots offers free online training from the Universal Robots Academy (website) to help current employees become successful cobot programmers and integrators in less than ninety (90) minutes. SECTION 508 ACCESSIBILITY COMPLIANCE CLAUSE - All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm - PART 1194. The following standards have been determined to be applicable to this contract: §1194.21; §1194.22, §1194.25; and §1194.41. Delivery shall be within thirty (30) days after receipt of the award. WARRANTY: The Contractor shall provide a copy of the Manufacturer's Warranty upon delivery. CLIN 004 - F.O.B. Origin - prepaid and added and shall itemize all charges including duties, Insurance, shipping costs, etc. NOTE: FAR 13-106-1(b)(i) 'Where a single source is identified to provide a portion of ta purchase specifies a particular brand-name item, the document in paragraph (b)(2)(i) of this section applies to the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name. This notice of intent is not a request for competitive proposal. However, all inquiries received within 7 days after date of publication of the Limited Sources Justification will be considered by the Government. Information may be emailed to the Contracting Officer at lisa.botella@ars.usda.gov. A determination by the Government not to complete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducting in accordance with FAR Part 13. An award notice for Axis New England will be posted on the FBO in the near future. This procurement requires the use of BioBased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal BioBased Products Preferred Procurement Program (FB4P).
