- Schneider Electric/American Power Conversion (APC) software and licenses 4 of 4 JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY 1. Contracting Activity: Department of Veterans Affairs (VA) Office of Acquisition Operations Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724 2. Description of Action: The proposed action is for a brand name firm-fixed-price delivery order to be issued under the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Governmentwide Acquisition Contract (GWAC) for the procurement of brand name Schneider Electric American Power Conversion (APC) hardware, software, maintenance, and professional services. 3. Description of the Supplies or Services: VA, Office of Information & Technology, Information Technology Operations and Services, Service Operations, End User Operations, Veterans Affairs Central Office (VACO) Information Technology Support Services (ITSS), has a requirement to virtualize and expand the existing StruxureWare application and connecting cameras. The StruxureWare application is used to monitor the operational status of all National Capital Region Uninterruptible Power Systems (UPS) and communication closet security cameras. Currently, VACO ITSS owns a StruxureWare application that is running on a physical server. In Fiscal Year 2017, VACO ITSS procured software licenses to virtualize the application. However, the Government did not have the subject matter experts to perform the virtualization project, and therefore requires additional software licenses and professional services to migrate the existing StruxureWare application to a virtual server. Further, additional cameras are required to increase the application s capabilities. Specifically, the proposed action is for the acquisition of the following: Services: WNSC01 1 each Data Center Management Software Configuration Suite WNSC0101 1 each Data Center Expert Software Configuration WNSC010102 1 each Data Center Expert Basic Administration WNSC010103 1 each APC by Schneider Electric InfraStruXure Central Advanced Administration WNSC010105 1 each Data Center Expert Alarm Action Configuration Service WNSC010106 1 each APC by Schneider Electric InfraStruXure Central Alarm Profile Service WNSC010108 3 each Data Center Expert Network Management Configuration WNSC010111 325 each Data Center Device Identification WNSC011 1 each Data Center Management Software Configuration Option WNSC010101 1 each APC by Schneider Electric InfraStruXure Central Management Software Service WNSC0105 2 each APC by Schneider Electric InfraStruXure Follow On Preparation WNSC0104 1 each Data Center Post Configuration Review WNSC010401 1 each Data Center Expert Post Configuration Review Hardware and maintenance: NBWL0355 - 160 each APC NetBotz Room Monitor 355 NBPD0160- six (6) NetBotz Pod 160 Security Camera with 12 months hardware maintenance support. NBWL0455 - 6 each APC NetBotz Room Monitor 455 WNBWN001- APC by Schneider Electric Software Support Contract Base - 2 Year - ServiceNBWL0355 NBWL0455 Software and maintenance: AP95100 2 each APC by Schneider Electric InfraStruXure Central, 100 Node License with 12-month maintenance support. NBSV1025 4 each APC by Schneider Electric NetBotz Surveillance - License - 25 Node with 12-month maintenance support. WMS1YR100N- 2 each 1 Year 100 Node StruxureWare Data Center Expert Software Support Contract WMS1YR25N- 1 each 1 Year 25 Node StruxureWare Data Center Expert Software Support Contract Delivery of all physical items made within 30 days after receipt of order (ARO). The Period of Performance for all support other than the Schneider Electric Software Support is 12 months from acceptance of hardware/software. The PoP for the Schneider Electric Software Support is 24 months from date of acceptance of the hardware. The total estimated value of the proposed action is $ 4. Statutory Authority: The statutory authority permitting an exception to fair opportunity is Section 41 U.S.C. 4106(c)(2) as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B), entitled Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. 5. Rationale Supporting Use of Authority Cited Above: Based on extensive market research, as described in section 8 of this justification, it was determined that limited competition is viable among authorized resellers for this requirement. The VACO communication closets are equipped with APC brand name UPS and the existing monitoring system is deployed to a physical server with StruxureWare. The physical server is at the end of the life-cycle and VACO is no longer buying physical servers, thus the StruxureWare software will be deployed to a virtual server, necessitating the professional services to migrate the application to a virtual server. APC certified subject matter experts (SME) are required to perform this migration from a physical server to a virtual server. APC certified SMEs have access to StruxureWare proprietary source code need to successfully and quickly facilitate the migration. VACO is also seeking to add 160 cameras to the application. The APC NetBotz cameras are the only cameras that are compatible with the existing APC StruxureWare application. In order for VACO to add 160 APC NetBotz cameras, software licenses are also required to add the cameras to the StruxureWare application. The APC StruxureWare software licenses are the only software licenses that will allow the addition of the new cameras and are compatible with the existing APC StruxureWare application. The APC NetBotz cameras require hardware maintenance coverage and APC or their authorized resellers are the only vendors that have access to the proprietary system information and can provide that maintenance support. Lastly, the APC StruxureWare application require software maintenance and a technical support agreement to maintain the system operations. The software maintenance is required to provide software updates, security patches, new version releases, and resolution of software compatibility issues when servers or desktop operating systems change. Further, the required brand name APC software and support agreement are necessary to ensure the existing UPS are monitoring the operational status of all National Capital Region UPS and communication closet security cameras to prevent extended network and server power outages that cause disruption to critical services and access to data. There are no providers other than APC or its authorized resellers that can provide the required software licenses, cameras, professional services, and software/hardware support agreements. 6. Efforts to Obtain Competition: Market research was conducted, detains of which are in section 8 of this justification. Although the Government is limiting competition, it is anticipated that there will be several authorized resellers of this product on the NASA SEWP V GWAC. In accordance with FAR 5.301 and 16.505(b)(2)(ii)(D), this action will be synopsized and the justification will be made publicly available on the Federal Business Opportunities Page within 14 days of award. Additionally, in accordance with FAR 16.505(a)(4)(iii)(A)(1), this justification will be provided with the solicitation to all appropriate NASA SEWP V GWAC holders. 7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed. 8. Market Research: The Government s technical experts conducted market research in June 2018 and determined that there are currently no other software licenses, cameras, professional services, and software/hardware support agreements available in the marketplace that meets VACO, ITSS s requirements. VA SMEs regularly review industry trade publications, white papers, consult with industry subject matter experts and conduct internet research to ascertain if any other brand name software is available. Similar software products were reviewed including Raritan Power IQ, CA Data Center Infrastructure Management, and CommScope iTracs. Based on reviews of these products the Governments technical experts determined that none of these products or services can meet the requirements as only APC StruxureWare has access to the proprietary code, database schema, knowledge, and ability to support the hardware and software. If the brand name procurement is not approved, the Government would have to procure an entire new system, deploy the system, install new hardware to monitor the communication closest for temperature, humidity, water hazards, and purchase new security cameras. The venture would cost the Government over $850,000.00. In addition, the Contract Specialist utilized the NASA SEWP V Provider Lookup Tool in August 2018 and found 24 Service-Disabled Veteran-Owned small business APC resellers. Limited competition is anticipated. The required APC NetBotz cameras are the only cameras compatible with the current APPC StruxureWare application. No other brand name cameras will work with the current application due to interoperability issues. The current APC StruxureWare application will not allow other brand name cameras to remotely and automatically record video upon the system detecting movement in the communication closest. The required professional services from APC SMEs are only provided by APC certified SMEs that have access to the proprietary APC StruxureWare source code. APC certified SMEs also have the extensive knowledge required to migrate both the StruxureWare application and the data contained in the database. The StruxureWare database is designed using a proprietary database schema that is not available to third party vendors that are not APC resellers or certified. Based on the market research conducted, the Government s technical experts determined that no other source other than APC or its authorized resellers can provide the required software licenses, cameras, professional services, and software/hardware support agreements to ensure successful virtualization of the APC StruxureWare to meet the Government s infrastructure interoperability and compatibility requirements. Based on these market research efforts, the Government s technical experts have determined that only APC brand name StruxureWare software and software and maintenance support can meet all of VA s technical requirements. 9.
