Page 4 of 4 National Association of Trusted Exchange (NATE) Membership Fees and NATE Blue Button for Consumers (NBB4C) Trust Bundle Fees B.2 STATEMENT OF WORK BACKGROUND The National Association for Trusted Exchange (NATE) is a not-for-profit organization which works to address the legal, policy, and technical barriers that inhibit health information exchange between entities within a state and across states with a focus on patient-mediated messaging. The common goal is to establish and maintain a national Security and Trust Framework in support of Direct exchange, specifically for consumers. The Trust Framework is defined as a set of technical, legal, and business standards, expressed as policies and best practices and recommendations, which members of the trust community agree to follow, uphold, and enforce. NATE administers the NATE Blue Button for Consumers (NBB4C) trust bundle which defines policies for patient sharing of health information and supports efficient exchange of Direct certificates for Patient-mediate Direct Messaging. The Department of Veterans Affairs has established the ability to send/receive Direct messages with non-VA partners throughout the nation with an initial focus on VA providers sharing messages with non-VA providers. Now VA has functionality in the Blue Button section of My HealtheVet which allows Veterans to securely send their personal health summary information to a Direct address of their choosing. NATE and the NBB4C trust bundle that they administer will provide a more efficient way to for VA to connect to non-VA Direct partners. Additionally, working with NATE and its members in discussions and workgroups will allow VA to continue to be a national leader in providing patients control over their health information to improve their overall health care. Continuing this NATE membership and trust bundle participation complements VA s current membership with DirectTrust which provide similar services for provider-to-provider Direct Messaging. Adding NATE s consumer Direct Messaging focus will provide VA with a broader use of Direct to support Veteran healthcare. SCOPE OF WORK The Contractor shall provide a membership for participation in the National Association of Trust Exchange (NATE) organization, which includes the following: Access to NATE deliverables and intellectual property, as well as participation in DTO workgroups; Up to date information about the continually evolving regulatory environment; Opportunities to influence and shape the developing NATE Trust Framework; Insight into the work being done by your colleagues in the community. The Contractor shall set up VA as a participant in the NATE Blue Button for Consumers (NBB4C) Trust Bundle, which includes the following: Provide overall administrative services for the NBB4C Trust Bundle Include VA s Direct Certificates into the NBB4C Trust Bundle to be accessed by other Trust Bundle participants Provide up to date access (Internet download) to the NBB4C Trust Bundle to allow VA to update its certificate store with the latest Trust Bundle certificates. Initial set up and fees are a one-time only cost. Ongoing maintenance is covered by annual membership fees. PERFORMANCE DETAILS PERFORMANCE PERIOD The period of performance shall be 12 months from date of award with 3 option periods. PLACE OF PERFORMANCE Tasks under this SOW shall be performed at the Contractor facility. TRAVEL The Government does not anticipate travel under this effort. SPECIFIC TASKS AND DELIVERABLES Task One: NATE Membership for 1 base year and 3 option years. Deliverable One: The contractor shall provide VA full membership rights in NATE (www.nate-trust.org). Task Two: NATE Blue Button for Consumers (NBB4C) Trust Bundle Initial Set Up Fees Deliverable Two: The contractor shall set up VA as a full participant in the NBB4C GENERAL REQUIREMENTS GOVERNMENT FURNISHED PROPERTY Not Applicable
