ATTACHMENT_0001 N00164-18-S-NC09- REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - ELECTRONIC WARFARE: EXPEDITIONARY DOMAIN - ENGINEERING, LOGISTICS, & TECHNICAL SUPPORT SERVICES FSC: R425 NAICS: 541330 Issue Date: 12 SEP 2018 - Closing Date: 12 OCT 2018 - 2:00 PM EDT REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT - The Government is issuing this RFI/sources sought announcement as part of market research for ELECTRONIC WARFARE: EXPEDITIONARY DOMAIN. SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI)/Sources Sought: - The Government is issuing this RFI/Sources Sought announcement as part of market research for procurement of Engineering, Technical, Logistics, and Programmatic support services across the Department of Defense Acquisition Life-Cycle for Expeditionary Electronic Warfare Systems Division (EEWSD) in support of the Spectrum Warfare Department at Naval Surface Warfare Center (NSWC) Crane. Expeditionary Electronic Warfare encompasses Littoral, Riverine, Amphibious, Ground, and Low Altitude domains of Electronic Warfare (EW). This work focuses on development, upgrade and support of EW systems and technologies encompassing electronic attack (EA), electronic protection (EP), electronic support (ES), and Cyber/EW activities in the areas of vectors or techniques for cyber payload delivery, offensive / defensive vulnerabilities assessment, and Cyber/EW test infrastructure development. Research and engineering activities may include transition of advanced technologies for distributed multi-domain (expeditionary, air, marine), multi-function military applications. Request for Information (RFI) is sought for services which may provide the capabilities listed above. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. Companies with the capabilities and facilities to provide services and supplies that meet the Government's requirement may respond. All interested parties may submit company and product literature, a "white paper" no longer than 10 pages, and/or other pertinent information. Responses to this RFI/Sources Sought shall include the following: Submitter's Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number: N00164-18-S-NC09 All information received in response and marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. NSWC Crane makes no implied or in fact contracts by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the NSWC Crane's view of the information received. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned. Telephone calls/questions or inquiries will not be accepted. All information provided becomes U.S. Navy property and will not be returned. All proprietary information will be treated appropriately. Your interest in this RFI/Sources Sought announcement is appreciated. A "Draft" Statement of Work (SOW), Attachment 0001, is being provided with the issuance of this RFI/Sources Sought announcement for consideration and feedback from Industry to formulate a final SOW for issuance with the RFP. This announcement is a public invitation. Failure to participate or provide written feedback to Attachment 0001 ("Draft" Statement of Work) will not preclude abstaining vendors from bidding on possible future solicitations. This announcement is part of the full-, free-, and open- competition process, which encourages industry and academia to help shape Government requirements to match what is possible, affordable, and timely. Failure to participate in this full-, free-, and open- competition process or to provide written feedback may result in a future Government Statement of Work and/or specification over which the abstaining vendors have limited influence in the acquisition process, and may deprive abstaining vendors of potentially valuable direct early interaction with contracting officials and acquisition planners. Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All interested parties should provide the requested information regarding this announcement no later than 2:00PM EDT on or before the closing date of 12 October 2018 at the Naval Surface Warfare Center, Crane Division. White papers may be submitted any time prior to expiration of this announcement. Responses received after 2:00PM EDT on the closing date of 12 October 2018 may not be considered in the government's analyses.
