The Laboratory campus (work site) is located in Menlo Park, California approximately two miles southwest of Stanford University. This is design-bid-build project and the University will be using a best-value trade-off source selection method in accordance with SLAC National Accelerator Laboratory Policies, Procedures and General Terms and Conditions for Fixed-Price Construction Subcontracts. PROJECT OVERVIEW SLAC National Accelerator Laboratory (SLAC) is seeking qualified and experienced Mechanical subcontractors to perform construction Infrastructure installations for the LCLS-II Photon Infrastructure Construction Package 3B Project. The individual awardee shall complete the Installation work within the requirements of the Subcontract, on schedule as defined in this Statement of Work. The Awardee is required to coordinate with LCLS-II Field Construction Manager and other Subcontractors working directly in these areas for LCLS-II, and the Subcontractor is required to collaborate with SLAC Management and Technical representatives and other area/site subcontractors to provide the highest quality, sustainable facility for the LCLS-II Project; and meet or exceed the requirements in the Project Construction Package 3B Request for Proposal documents (i.e. procurement subcontract proposal; project specifications; and project drawings). The Awardee will be responsible to provide qualified skilled labor, services, materials, equipment and tools to meet the requirements of the statement of work. PROJECT SCOPE The Photon Infrastructure Construction Package 3B Project consists of requirements for work within the Linac and Gallery Sectors 11-30 (S11-30); Beam Switchyard (BSY), Beam Transport Hall (BTH); Undulator Hall (UH); Electron Beam Dump (EBD); and Front End Enclosure (FEE) areas of the existing Accelerator, located at SLAC National Accelerator Laboratory, 2575 Sand Hill Road, Menlo Park, CA 94025. Base Work Piping systems include : Copper Low Conductivity Water (LCW), Stainless Steel RadLCW; Compressed Air (CA), Copper Process Cooling Water (PCW); Stainless Steel Process Cooling Water (PCW): Sectors 11-30: Supply and Installation of New In-Line Booster Pumps with associated LCWS/R piping tie-in to the Gallery & Linac Accelerator Cooling Water (ACS) System to support beamline devices as shown in design drawings. Sectors 11-30: Supply and Installation of New LCWS/R Piping with tie-in to the existing Gallery & Linac Klystron Cooling Water (KCS) System to support beamline devices, Beam Switch Yard (BSY): Supply and Installation of New LCWS/R piping with tie-in to the existing Heat Exchanger 4 System & Heat Exchanger 5 System; and Stainless Steel Rad LCWS/R piping with tie-in to the Heat Exchanger 2 System to support beamline devices, as shown in design drawings. Beam Transport Hall (BTH): Supply and Installation of New LCWS/R and CA copper piping with tie-in to existing LCW system to support beam line devices Undulator Hall (UH): Removal of Existing Copper LCW piping above South side beamline. Supply and Installation of New Stainless Steel PCWS/R piping along both North & South side of Hall, including feed from B921. Includes CA piping along South Side to support beamline devices. Electron Beam Dump (EBD): Supply and Installation of New Copper PCWS/R piping support beamline devices; and Copper CA piping. Include Modifications to the existing Greenline Exhaust Fan motor (replace existing ½ HP motor with 1 HP motor) and modifications to the existing exhaust duct. Front End Enclosure (FEE): Supply and Installation of New Upsized Copper PCWS/R piping to replace existing PCWS/R header. Completion of CA piping along South side of FEE. All Base Work includes: Shop drawings; Piping Supports; Valves; Leak and Pressure testing. Bid Option 1: Supply and Installation of a Stainless Steel PCW Skid Mounted Heat Exchanger System located outside of B921 tied to the new Stainless PCWS/R piping that feeds into the Undulator Hall to support the Vacuum Chambers. Include associated Pumps, VFD/Motors, Valves, PLC piping devices/controls; all associated Mechanical & Electrical tie-ins; system start-up, testing & commissioning. SIGNIFICANT PROJECT NOTES A Site Visit day has been scheduled for Wednesday, September 26, 2018 at 10:00 AM, meeting will start in Building 052-108 American River Conference Room. Interested parties are invited to submit meeting confirmation and/or any questions (i.e. meeting location) for the subject site visit by September 25, 2018, 4:00 PM to the Procurement Specialist at albertor@slac.stanford.edu Request for Clarification on the contents of this RFP are to be sent, in writing via email, using Section L, Attachment C, to the attention of the Procurement Specialist no later than October 2, 2018, 5:00 PM (PST) to allow sufficient time provide responses to all Offerors. Proposals must be received not later than Friday, October 12, 2018, 5:00 PM (PST), and be valid for 120 days from the subject due date. In addition, one electronic (PDF) copy must be submitted by the due date as well. The Project budget falls between $2 to $4 million dollars. Marking of Proprietary/Confidential Information: Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information. Technical, contractual, and administrative questions should be directed to the undersigned, in writing, at albertor@slac.stanford.edu. The Procurement Representative is the SOLE point of contact. Any communication to any other SLAC employee or contractor is grounds for disqualification. Access to view and download LCLS-II Photon Infrastructure Construction Package #3B Mechanical Project drawings and specifications will require a SLAC National Accelerator Laboratory invitation. A Small Business Subcontracting Plan is not required to be provided with the proposal, but will be required prior to Award.
