- THIS IS A NOTICE OF INTENT TO SOLICIT FROM A SINGLE SOURCE This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1000 employees. The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-100 (August 22, 2018). In accordance with FAR Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA) intends to award a purchase order on a single source basis to Biotage, LLC, 10430 Harris Oaks Blvd., Suite C, Charlotte, NC 28269. To the best of the EPA ™s knowledge based on market research conducted, the Biotage V10 Touch Evaporator is only available through Biotage, LLC, therefore Biotage, LLC is the only known source that can provide this equipment. Biotage V10 is integrated into all our current HPLC and Solid Phase Extraction analyses. Changing this would disrupt our current on-line analytical processes, triggering a re-configuration of our methods, startup of new initial demonstration of capabilities and MDLs for each method, and would require modification and changes to our standard operating procedures. This would harm the EPA by reducing our current laboratory throughput, and disrupting services to our clients that rely upon our data. This system provides the fastest and most efficient automated evaporation of extracts which over the years has already saved EPA significant cost in human resources. Other systems require the analyst to be present to monitor system progress. This human resource time factor can be measured in 1-2 hours saved per day. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the EPA ™s requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 11:00 AM ET on September 17, 2018. Responses must be submitted in writing to miller.melissab@epa.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
