Description
Question and Answers Round 5 The 111 questions from the DRAFT RFP Round 4 Q&A have been re answered by the Government to clarify the information provided. Amendment 1 - Evaluation for Award Amendment 1 - Instruction to Offerors Amendment 1 - RFP Letter 1. This is a RFP for subject project to be awarded on a full and open basis pursuant to Federal Acquisition Regulation (FAR) 15.3 procedures and the specific requirements outlined in this request with attachments. FAR 15.3 utilizes the term "proposal" however, the Government anticipates vendors to submit a quote for the items specified. 2. The selection methodology for award of this contract will be made lowest price technically acceptable (LPTA). The Government intends to award a single, FFP contract for the subject requirement. 3. A site visit/preproposal conference will not be held for the subject project. 4. Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any solicitation clause(s). OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time to and/or after contract award. 5. The clauses and provisions that will be included in this solicitation and contract are listed in Attachment 3 Provisions and Clauses. 6. Offeror's proposal shall include: a. Attachment 2 - Completed RFP Information Sheet, or vendor can submit a quote in contractor format as long as it depicts unit and extended prices (to include shipping), specifications, and delivery terms b. Attachment 3 - Completed Provisions & Clauses; Provision FAR 52.212-3 7. Other than small businesses will propose Subcontracting Plan goals greater than 0% and utilize small business to the maximum extent possible. If not presenting a Subcontracting Plan greater than 0% please provide an explanation as to why a Subcontracting Plan is not being utilized. The subcontracting plan will be assessed (not evaluated) for acceptability on an Acceptable/Unacceptable basis IAW FAR 19.704. The subcontracting plan shall be submitted and assessed as acceptable as a matter to be eligible for award. If an offeror submits a subcontracting plan that does not have positive goals (above 0%) and a small disadvantaged business goal of 5% or more, a detailed explanation explaining these goals shall be submitted with the proposal. 8. This RFP in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award a contract in response to this RFP. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer (CO) with appropriate consideration established. 9. Questions and Answers. Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist (CS) at elizabeth.lane.1@us.af.mil. By 12:00PM CT on 11 Sep 18. Questions will be consolidated and responses will be posted to the solicitation on FBO. Further questions may not be addressed on this requirement after this date. 10. Proposal is due by 05:00 PM Central Time (CT) on 18 Sep 18. Submit proposal electronically. Electronic submission shall reference the complete RFP number in the subject line.
