The U.S. Army Mission and Installation Contracting Command - Fort Hood (MICC-Fort Hood), on behalf of Yuma Proving Ground, Arizona has a requirement to provide non-personal services for the primary mission of the Tropic Regions Test Center TRTC which is to plan and conduct tropic environmental testing on a wide variety of military electronic systems, materials, weapons, and equipment of all conceivable types, sizes, configurations and uses. The unique combination of tropic microclimates available at test sites means the individual needs of each customer shall be flexibly met and programs are conducted at locations appropriate for each test where conditions are realistic and test requirements are met. The primary mission of the TRTC is to plan and conduct tropic environmental testing on a wide variety of military electronic systems, materials, weapons, and equipment of all conceivable types, sizes, configurations and uses. The unique combination of tropic microclimates available at test sites means the individual needs of each customer are flexibly met. Programs are conducted at locations appropriate for each test (see paragraph 1.6.5); where conditions are realistic and test requirements are met. Recognized as a premier Army asset, TRTC's capabilities continue to expand, thereby increasing the need for permanent on-site personnel to support the testing created by those capabilities. The functional areas for which contract support is required are defined in Part 5. The Government anticipates awarding a Cost-Plus-Fixed-Fee contract. The period of performance (PoP) for the requirement is a 90-day phase-in period, a 9-month base period, and four 12-month option periods. As part of this notice, the Government is providing a draft Request for Proposal (RFP) for industry comment. The Government is seeking feedback from industry on all parts of this draft RFP. The cutoff date for industry comments is 27 September 2018 at 12:00 p.m. CST. Feedback in response to the draft RFP shall be submitted by email using the subject line "TROPICS Draft RFP Feedback". Each subject shall reference the specific RFP Section in questions or comments. All questions shall be emailed to Christopher Chapple ( christopher.w.chapple.civ@mail.mil ) and Traci Leonard ( traci.d.leonard2.civ@mail.mil ). The Government does not intend to provide individual responses to feedback received in response to the draft RFP. A Final RFP will be issued on or about 14 September 2018. Any questions received by the 27 September 2018 as an amendment to the Final RFP. The current Draft RFP Number is subject to change when the Final RFP is posted.
