Description

DEPARTMENT OF VETERANS AFFAIRS Justification and Approval (J&A) For Sole Source Acquisition (>SAT) Contracting Activity: Veterans Benefits Administration (VBA), Office of Acquisition. IFCAP-101 2237 number is 101-18-4-5934-0081. Office of Employee Development & Training (ED&T). Nature and/or Description of the Action Being Processed: The VBA has a requirement for a short-term purchase order for a contractor to provide Executive Leadership Coaching, Training, & Consulting services. This procurement will be awarded non-completely under FAR Part 13.501 procedures. The purchase order will have a period of performance of six months. Description of Supplies/Services Required to Meet the Agency s Needs: The VBA has a requirement for a contractor to provide Executive Leadership Coaching, Training and Consulting services for the VBA Regional and Staff Offices. The services provided will focus on leadership development training support, providing consultation on strategic planning, succession planning, and workforce development. This acquisition is being conducted following Simplified Procedures for Commercial Items in FAR 13.5 (in accordance with 41 USC 1901 or 41 USC 1903) and documented as required by FAR 13.501. Demonstration of the Contractor s Unique Qualifications: Higherechelon, Inc has provided the required Executive Leadership Coaching services for the Veterans Benefits Administration for the two previous years. Their performance on the expired contract (VA101V-16-P-3659) was rated as very good to exceptional. They are registered in System Award Management (SAM) database, verified in the Vendor Information Page (VIP) as a Service Disabled Veteran-Owned Small Business, not listed on the OIG HHS exclusion list. They have the qualified staff in place to start services immediately on this short-term purchase order. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Due to the urgent nature of this requirement and in order maintain services, a short-term purchase order will be awarded to Higherechelon Inc. This will allow for the VBA Office of Acquisition to compete and award a new contract with a base plus four one-year option periods. Due to the urgency of this short-term purchase order, no other sources were considered. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated cost for the short-term purchase order in $410,023.14. This estimate is considered to be fair and reasonable based on a comparison with the previous contract (VA101V-16-P-3659), for the same Executive Leadership Coaching services. The previous contract prices were determined to be fair and reasonable, based on adequate price competition. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Due to the urgent nature of this requirement and in order to maintain required coaching, training, & consulting services, no other market research was conducted. The previous contract had existing option years, but due to an administrative, funding error, the option was not exercised in a timely manner. Any Other Facts Supporting the lack of competition: No additional facts. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: No additional sources. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The VBA Office of Acquisition will conduct market research and compete for a new long-term contract. The posting of the solicitation for a new contract is tentatively scheduled for December 2018.
