Description

The NAWCTSD Orlando Contracting Office is issuing this Notice of Intent (NOI) to inform industry contractors of its intent to negotiate on a sole source basis the renewal of a 3-year Warranty for the repair and replacement of the M7 Training System at NS Norfolk, VA. The M7 Training System was manufactured by Meggitt Training Systems, and consists of an Interactive Shoot Back Firearm simulator and Conductive Electrical Weapon (CEW) Training System. Meggit is the manufacturer and supplier for the already-delivered training devices at NS Norfolk. As the manufacturer, they are the only provider of the extended warranty which is necessary for damaged and/or obsolete parts/computer systems. This procurement is for the acquisition of a sole source commercial item (Warranty) using simplified procedures in accordance with FAR Part 12 and 13. The North American Industrial Classification System (NAICS) number is 811310 and the business size standard is $7.5 million. Only one responsible source and no other item will satisfy this requirement. Meggitt Training Systems is the only approved source for service and support agreement on the installed system components. This request is issued for the U.S. Navy. Purchase Order with an expected period of performance of 01 October 2018 - 30 September 2021. This synopsis is for informational purposes only, and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any potential offerors believing they can provide the required service and support for the M7/CEW may provide evidence for consideration. Evidence must support the potential offeror s claim they can provide this full service warranty without voiding the manufacturer warranty. In addition, potential offeror must comply with FAR 46.706 “ Warranty Terms and Conditions by clearly stating the: (1) Exact nature of the item and its components and characteristics that the contractor warrants; (2) Extent of the contractor ™s warranty including all of the contractor ™s obligations to the Government for breach of warranty; (3) Specific remedies available to the Government; and (4) Scope and duration of the warranty. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 1:00 pm Eastern Standard Time (EST) on 18 September 2018. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov, The Government intends to award a Firm Fixed Price 1-Lot contract processed IAW FAR 12 and 13.
