Description
This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. NAICS: 523910. Total value is estimated to cost between $1,000,000.00 and $5,000,000.00. The U.S. Army Corps of Engineers New Orleans District (USACE) described, evaluated and updated its plan to mitigate for unavoidable impacts to wetland Bottomland Hardwood Habitat and non-wet Bottomland Hardwood Habitat caused by the construction of the Comite River Diversion Project (Project) as addressed in Environmental Assessment #426 prepared in 2012, entitled Comite River Diversion, Supplemental Mitigation Options, East Baton Rouge Parish, Louisiana. As part of the mitigation plan, the USACE intends to purchase mitigation credits/acres from approved mitigation bank(s) that meet the eligibility criteria for the Project in order to mitigate for project related impacts. The mitigation bank(s) from which credits/acres will be purchased will be selected through a solicitation process wherein any mitigation bank meeting the eligibility requirements and having a sufficient number of the appropriate resource type of credits/acres may submit a proposal to sell credits/acres. Award will be based on lowest price technically acceptable offer(s). A mitigation bank must meet all of the following qualifications to be eligible to sell credits to satisfy mitigation requirements. To be considered technically acceptable, the mitigation bank must: • be approved by USACE and in full compliance with its Mitigation Banking Instrument (MBI), its other legal instruments (such as its conservation servitude and its financial assurances) and the standards set forth in 33 CFR Part 332; and • have available Bottomland Hardwood mitigation credits within hydrologic unit code (HUC), 208070201, 08070202, 08070203, or 08070204; and • provide the habitat type that matches the habitat type being mitigated (i.e., bottomland hardwood forest); and • have a duly-recorded perpetual conservation servitude/easement. To facilitate the solicitation process, USACE New Orleans District, in conjunction with the U.S. Fish and Wildlife Service, has applied Version 1.3 of the WVA Bottomland Hardwood Model to the available banks in the Comite River Diversion Project area. Credit availability is based on information provided through the USACE Regulatory In-Lieu Fee Bank Information Tracking System (RIBITS) and with USACE coordination with eligible banks. Any bank submitting offers to satisfy the aforementioned mitigation requirements must use the following potential for their bank to generate their offer. The Value Model results will be included in the solicitation package. An Offeror may request the supporting documentation and assumptions used to calculate the AAHUs per credit/acre number only for its own bank. All requests for this information as well as any questions pertaining to this solicitation shall be submitted in writing via email to Edith M. Brandon at edith.m.brandon@usace.army.mil or Charles R. Zammit at charles.r.zammitt@usace.army.mil before the deadline shown on the solicitation. Invitation for Bid (IFB) will be issued on or about September 13, 2018, with a bid due date established. Actual issue date will be shown when the solicitation is issued. The solicitation documents for this procurement will be posted on FedBizOps (www.fbo.gov ).
