- Description
- The purpose of this Special Notice is to amend the previously issued Request for Information (RFI) for Kinetic Energy (KE) Defeat Capability to Support Product Manager Vehicle Protection Systems (PdM VPS) from an RFI to a Special Notice of intent to announce a Request for Project Proposals (RPP) release. Any proposals submitted to the Government as a result of the previously issued RFI shall be resubmitted in accordance with the terms and conditions of the new RPP in order to be considered for award. The Product Manager Vehicle Protection Systems (PdM VPS) intends to issue an RPP for the Kinetic Energy (KE) Defeat program of record under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025- KE RPP19-4. The GVS OTA was awarded under the authority of 10 U.S.C. §2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92. The Government is seeking a prototype KE Defeat system that will determine the available solutions and concepts with the ability to degrade, disrupt and/or defeat large caliber, long rod KE penetrators. The USG will review all proposals in response to the RPP and will determine the feasibility of conducting a KE Defeat vendor demonstrations in 2QFY19. The USG's expectation is that vendors will provide their demonstration asset, demonstration support personnel, and range safety documentation; the USG will provide the test facility, range support, threat munitions, test equipment and measurement devices. Follow-on Production: In accordance with 10.U.S.C. 2371b(f), and upon a determination that this competitively awarded prototype project has been successfully completed, this prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of the Government's intent to release a RPP to the NAMC membership. The RPP will be issued to the NAMC's Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the request for proposals to the NAMC.
