This is a SOURCES SOUGHT ANNOUNCEMENT ONLY.    It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the  Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this Sources Sought must be in writing.  The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of providing the requested commodities. The NAICS Code is 339112; size standard is 1000 EMPLOYEES. 100% VOSB set-aside. Responses to this notice shall include the following: (a) company name  b) address (c) socio-economic status, (d) point of contact (e) phone, fax, and email (f) DUNS number (g) Cage Code (h) Tax ID Number (i) and must  provide a capability statement that addresses the organizations qualifications and ability  to perform as a contractor and provide the commodities described below.       Electrosurgical Generator with ABC Generator See Statement of Work below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. STATEMENT OF WORK FOR ELECTROSURGICAL GENERATOR WITH ARGON BEAM COAGULATION Introduction and Background The VA New York Harbor Healthcare System is dedicated to providing quality health care to veterans using the abilities of all employees supported by our commitment to education and research. The Surgical Service at New York Harbor Healthcare System provides surgical services for the benefit of veterans that improves their health and well-being with trust, respect, commitment, compassion and excellence through practice, innovative research and unprecedented education. The service offer a full range of outpatient and inpatient elective surgical services, including: specialty clinics in the fields of General Surgery, Plastic Surgery, Cardiothoracic Surgery, and Vascular Surgery. The Surgeons at the VA provide thoughtful consultation to our referring colleagues and state-of-the-art surgical care to our patients. Electrosurgery Electrosurgery is the application of a high-frequency (radio frequency) alternating polarity, electrical current to biological tissue as a means to cut, coagulate, desiccate, or fulgurate tissue. (These terms are used in specific ways for this methodology see below). Its benefits include the ability to make precise cuts with limited blood loss. Electrosurgical devices are frequently used during surgical operations helping to prevent blood loss in hospital operating rooms or in outpatient procedures. In electrosurgical procedures, the tissue is heated by an electric current. Although electrical devices that create a heated probe may be used for the cauterization of tissue in some applications, electrosurgery is refers to a different method than electrocautery. Electrocautery uses heat conduction from a probe heated to a high temperature by a direct electrical current (much in the manner of a soldering iron). This may be accomplished by direct current from dry-cells in a penlight-type device. Electrosurgery is a term used to describe multiple modalities that use electricity to cause thermal destruction of tissue through dehydration, coagulation, or vaporization. The two types of electrosurgery most commonly used are high-frequency electrosurgery and electrocautery. Objective The VA NYHHS PM&R Service is seeking sources to provide a Electrosurgical Generator with Argon Beam Coagulation. The addition of argon gas enables more precise delivery of RF energy to tissue compared to the traditional spray coagulation. Argon gas helps clear pooled blood and can reduce surgeon effort. It also displaces oxygen from the immediate surgical field reducing the carbonization of tissue, blood loss and smoke plume thereby providing adequate visualization of the surgical site. The vendor shall be able to provide a brand name HelixAR Electrosurgical Generator with Argon Beam Coagulation from CONMED MONOPOLAR SPECIALTY Lap Mode Limits output voltages below 2,700 volts in all of the HelixAR Monopolar modalities. Lap mode is designed to help reduce the risk of inadvertent burns from capacitive coupling from excess voltage. Specialty: Robotic Surgery, All Minimally Invasive Procedures Fluids Mode Effectively kick starts the initiation of surgical energy providing an immediate clinical effect in high load/low impedance conditions typically used in procedures where there is fluid in the surgical site. Specialty: Urology, Gynecology, Arthroscopy Pulse Cut Mode Provides controlled cutting for critical dissections necessary for endoscopic retrograde cholangiopancreatography (ERCP). Specialty: Gasteroenterology Pulse Coagulation Mode Provides pulsing bursts of coagulation energy for more control of hemostasis at the operative site, resulting in visibly less tissue carbonization than standard coagulation at equivalent power settings. Specialty: General Surgery, ENT Argon Beam Coagulation (ABC) Modes Argon Dissect Works with the CONMED dissecting electrode on compatible ABC ® handpieces to provide argon enhanced cutting with four varying levels of hemostasis. Specialty: Gasteroenterology Other Requirements: Dynamic Response Technology Continuous Microprocessor Safety Monitoring Automatic Tank Switchover Smart Cart Color LCD Display Wireless Footswitch capability Update Feature Warranty: Equipment will come with 1 year manufacturer s warranty Place of Delivery The equipment(s) will be delivered to VA Medical Center Surgical Service Attn: Stanley Read 423rd East 23rd St New York, NY 10010 Product Installation/Assembly The vendor shall be responsible for determination of and compliance with federal and state or local code requirements, design data, and other factors necessary to install or deliver the items at the desired location. The system will not require any new construction, space, special wirings etc. (a) The price quoted shall include contractor responsibility for providing on-site delivery, assembly, orientation and training of using personnel in operation and care of the equipment furnished. This training shall include actual demonstration and operation of the equipment, preventative maintenance, and any adjustments or other actions which may be undertaken by operating personnel in the event of failure of equipment, provided that such adjustment or action shall in no way jeopardize the Government's rights under contract guarantee clause. Upon completion of assembly/installation, this training shall be given by qualified contractor representatives on a date to be determined by the using service POC. Operator and maintenance training shall not be conducted concurrently. (b) Vendor shall submit training materials and training videos (prepared in CD or DVD format) on each piece of equipment for operation and maintenance. Any available training videos shall be for operation and maintenance and shall not be combined. These training materials and videos shall demonstrate the operation and maintenance of the equipment and any adjustments or other actions that may be undertaken by VA operating personnel in the event of failure of equipment. These training materials and videos shall be submitted to the responsible operations official or his designee prior to beginning of training. (c) The Vendor shall consult with the Contracting Officer Representative or person acting in that capacity regarding the time this training will begin. These officials will be responsible for arranging for the presence of personnel to be trained. Recalls The Vendor shall immediately notify all affected VA Medical Centers and designated POC in the event of a device recall, removal, required adjustment, or required modification that is suggested or mandated by the Vendor, distributor, manufacturer, or any regulatory or government agency. The following information shall be included in this notification: A complete item description and identification (to include lot and serial numbers where applicable); Administrative identification data including order numbers and order date; Reasons for recall, removal, adjustment, or modification; and Instructions for appropriate corrective action.
