- NOTICE OF CONTRACT ACTION: The Department of Veterans Affairs Strategic Acquisition Center in Fredericksburg, VA intends to enter into a single source contract with Nottingham-Spirk Design Associates (Nottingham-Spirk), Inc. 2200 Overlook Road, Cleveland, OH 44106 for the fabrication of two clinical grade second-generation self-leveling walkers. The statutory authority permitting other than full open competition Federal Acquisition Regulation (FAR) FAR13.106-1(b), for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from a single source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The North American Industry Classification Systems (NAICS) code for this procurement is 541490 Other Specialized Design Services. The size standard is $7.5 million. The mission of the Louis Stokes Cleveland VA Medical Center (LSCVAMC), Advanced Platform Technology (APT) Center is to develop advanced technologies that serve the clinical needs of Veterans with sensory, motor and cognitive deficits or limb loss, and disseminate new tools for rehabilitation, treatment and scientific inquiry that lead to enhanced health, independence and societal participation. The contractor shall professionally fabricate two second-generation prototype self-leveling walkers (SLWs) that are robust, reliable and cosmetically acceptable. The resultant contract will be firm-fixed price fourth month contract. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement in response to this notification which shall be considered by the agency. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation documents are available and telephone requests will not be honored. The size standard is $7.5 million. This FBO announcement is being placed in order to satisfy requirements in FAR 5.201. Responses to this notice are due by 12:00 NOON EST on September 21, 2018.
