Description
This is a PRESOLICITATION NOTICE for Solicitation Number 18-102-SOL-00085 and is issued to provide a notice to the public for an upcoming project to be performed in support of the Indian Health Service (IHS). This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System NAICS code is 237110 Water and Sewer Line and Related Structures Construction. Subsector 237 - Heavy and Civil Engineering Construction, having a size standard of $36.5 million. The Indian Health service area for this requirement is within Portland Area - specifically, Snoqualamie Tribes of Washington, King County, in Duvall, Washington. It requires of the contractor to furnish the following items as outlined in the specifications and project drawings: all necessary tools, equipment, materials, labor, supplies, manufactured articles, all transportation, temporary facilities, and permits - as well as follow Tribal regulations. This project is for the replacement of a well for one home in unincorporated King County near Duvall, WA. The site is located at 18926 320th Ave NE, Duvall, WA, 98109. The property is on fee land. The project involves replacing a low-producing well for a 1 BR home. The property has two wells which were drilled about 40 feet apart in 1997 when the property was developed. One well "ACK157" serves the home of Mary Anne Hinzman and the other well "ACK156" serves her son Gary Hinzman. The contractor shall replace Mary Anne's well, ACK157. The well site has already been approved by King County. The homeowner will provide access to the site by clearing the trees and vehicles nearby. The contractor shall drill a new well to produce 5-10 GPM and at least 400 GPD. The contractor then shall perform development, test pumping and water analysis. If new well is satisfactory, the existing well shall be abandoned. The contractor shall install a new pump, drop pipe, water line to existing pump house, and new controller in pump house. A heater shall be installed in pump house. The existing pressure tank and piping components are to remain in use. The intent of this project is to award a construction contract pertaining to this requirement. The scope of work requirement will be construction in nature. The title of the project is Hinzman Well Replacement and Pressure System Improvements, Project# PO-17-C10M. The procurement of this requirement will result in a specification-based contract and is to be completed within thirty (30) days upon issuance of a Notice to Proceed (NTP). Per FAR 36.204, the estimated price range of the resultant construction project is between $25,000 and $100,000. Interested parties shall be required to be registered and certified in the System for Award Management (SAM). Registration may be accomplished at https://www.sam.gov. Items that potential offerors need to be aware of are: 1. Notice of Indian Preference--see HHSAR 352.226-1 Indian Preference 2. TERO fees or Tribal Taxes are NOT applicable 3. Estimated start work on the ground on or about November 1, 2018. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15 and 36 procedures with Lowest Price Technically Acceptable evaluation criteria. The solicitation documents, to include specifications, drawings, Davis Bacon WD, etc., will be issued on or about 25 September 2018, with proposals due at least 30 days after solicitation issuance. This date is subject to change. Hard copy documents will NOT be available - all documents for proposal purposes will be posted at the website for download by interested parties. A formal site visit is planned for on/about 4 October, 2018 for this solicitation. This notice is for informational purposes only and is NOT a request for submission of offers. No other information is available until issuance of the solicitation itself. No bidder list is maintained.
