- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The Functional & Applied Biomechanics Section (FAB) of the Rehabilitation Medicine Department, Clinical Center, and National Institutes of Health (NIH) currently utilizes a ten-camera passive optical motion capture system from Vicon Motion Systems, Inc. that was purchased in 2009. The motion capture system is central to all of FAB's internal and most of our support research protocols, and is the primary reason other institutes and departments refer clinical patients to our lab. The motion capture system is integrated with other hardware and software such as force plates, treadmill, EMG, virtual reality, and custom software for real-time control and feedback. This system has been approved for CERC replacement. The motion capture system is the most important research tool utilized by FAB. The current system is nearing ten years of life. There have been some small issues with the current system, and we hope to replace the system now before bigger problems arise. All but one of our internal protocols requires the motion capture system, so downtime would cause significant problems. Technology has also improved over the past ten years so the newer systems should be more accurate, faster processing, and help the staff to be more efficient and productive. The Period of Performance for maintenance is a One (1) Base Year Period and Four (4) Option Year Periods. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be Hand Carried or sent via other mail or package Delivery Services. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE OF INTENT SYNOPSIS. The Clinical Center (CC) plans to procure, on a sole source basis, from: Vicon Motion Systems, Inc. 7388 S Revere Pkwy Ste 901 Centennial, Co 80112-3997. This acquisition is being conducted using policies prescribed in FAR Part 12 in conjunction with the policies and procedures for the competition requirements in FAR Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. The NIH/CC will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, the content of any responses to this notice may be reflected in subsequent solicitation. NIH/CC/OPC reserves the right to contact any respondent to this notice for the sole purpose of enhancing NIH/CC/OPC 's understanding of the notice submission. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses. It is emphasized that this is a notice for planning and information purposes only and is not be construed as a commitment by the government to enter into a contractual agreement, nor will the government pay for information solicited.
