- Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined Procedures for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is W81XWH18Q0200. The solicitation is issued as a request for quotation (RFQ). Provisions and clauses in effect through Federal Acquisition Circular 2005-78 are incorporated. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 811219, with small business size of standard of $20.5M. This a Full and Open Competition; all qualified vendors are encouraged to submit a quote. The US Army Medical Research Acquisition Activity (USAMRAA) on behalf of US Army Medical Research Institute of Chemical Defense, Aberdeen Proving Ground, MD, requests responses from qualified sources capable of providing preventative maintenance services and "as needed" repairs on Thermo Fisher ArrayScan VTI and XTI instruments and corresponding cameras on the following equipment; Item Model Serial # Thermo Fisher ArrayScan XTI 06168337M (Associated Thermo Fisher ArrayScan Camera) XTI A17A849006 Thermo Fisher ArrayScan XTI 06168338M (Associated Thermo Fisher ArrayScan Camera) XTI A17A849009 Thermo Fisher ArrayScan VTI 06107114F 1. Provide all maintenance and repair service for two (2) Thermo Fisher ArrayScan XTI instruments and one (1) Thermo Fisher ArrayScan VTI instrument, to include at least one preventive maintenance visit per year. 2. Schedule one on-site preventative maintenance visit per calendar year at the request of the customer, to achieve the following: a. Provide instrument performance testing and optimization. b. Identify and perform repairs. c. Provide software updates and upgrades and give instructions on the impact and use the new software features. Provide software updates and upgrades to client software, if needed. d. Upon notification, coordinate with the customer to provide on-site repair services for system breakdown or faulty system operation with objective to minimize instrument downtime. e. The Government and the contractor's service representative will exchange hazard communication information before the commencement of any repair. 3. When required, the contractor's service representative shall comply with the Office of Safety and Health Administration (OSHA) lockout/tag-out standards while performing maintenance on Medical Device/Medical Device System. 4. Provide service within a timely manner: Reply to service requests within 3 hours and must schedule a time to be on-site within 72 hours of the initiation of a service request. Field service engineers must be on-site, within three business days of the initiation of a request, to assess and resolve a service request. Telephone service support must be available during normal business hours, excluding federal holidays. The original manufacturer parts on hand or can obtain and install original manufacturer parts within 5 business days are required. If timelines cannot be fulfilled, reasoning must be provided and must be approved by the COR. 5. Comprehensive coverage shall be included. To include the responsibility for all training, labor, travel, and parts costs regardless of frequency during the contract term. Parts include, but are not limited to, those needed to operate Thermo Fisher ArrayScan XTI and VTI instruments and items listed under the scope of contract. 6. Service technicians and engineers must be Thermo Fisher certified: All Technicians and Engineers must have experience and be certified to work on Thermo Fisher ArrayScan XTI and VTI instruments. Proof of certification must be provided to the contract Contracting Officer Representative. Technicians and Engineers must have instant access to current hardware and software updates to maximize service life. 7. Service representatives shall be factory trained from Thermo Fisher on ArrayScan VTI and XTI systems and have a minimum of two years of experience working on the contracted Medical Device/Medical Device System and shall be a citizen of the United States. 8. The Contractor shall provide a monthly report to the government. All questions must be submitted no later than: 17 September 2018 by 11:00 AM EST to my attention.
