- *** SiteVisit Changed to October 2, 2018*** SYNOPSIS The National Aeronautics and Space Administration (NASA) is performing market research and is seeking comments as to how to potentially structure Request For Proposal (RFP) for Tour Bus Services including a driver, for the type of services as stated within this announcement. The anticipated NAICS code is 485510. A site visit will be conducted on 2 October 2018 to provide you with an opportunity to get an overview of our current tour service and take the tour. After the Site visit offerors will be requested to provide comments as to how NASA can define our requirement to maximize commercial interest and obtain the most cost effective and sustainable Tour Bus Services. The information requested is related to the commercial market providing handicapped accessible bus services, plus driver, for the purpose of tours of NASA’s Stennis Space Center (SSC) originating at and returning to INFINITY Science Center (ISC) located at 1 Discovery Circle, Pearlington, MS 39572. On a periodic basis, additional bus(es) will be required for distinguished guest tours and special events. GENERAL DESCRIPTION OF CURRENT OPERATION Bus tours of NASA’s Stennis Space Center originate at and return to INFINITY Science Center (ISC). Tours are conducted daily except Sundays and major holidays when ISC is closed. Major holidays which buses will not be required are: New Years July 4 th Thanksgiving Day Christmas Eve Christmas Day Tours last approximately 45 minutes. From March through Labor Day, tours are conducted on the hour beginning at 11:00 a.m. and ending at 3:00 p.m., totaling five (5) tours per day. Beginning the week after the Labor Day through the end of February, tours will be reduced to three (3) tours per day, and will be conducted at 10 a.m., noon and 2 p.m. Buses are required for periodic NASA Stennis Space Center tours for visiting dignitaries. VIP tours are conducted on an as-needed basis. Amount of time for tour length varies, typically ranging from one (1) to four (4) hours. Advance notice of requirements for VIP tours will be provided. NASA Stennis Space Center conducts periodic special events such as an open house in which additional buses are required. The number of buses is determined by the number of guests per event and can range from one (1) to more than twenty (20) buses. Advance notice of bus requirements for special events will be provided. SPECIAL OPERATING CONDITIONS FOR BUS SERVICES Buses providing tours from INFINITY Science Center must be handicapped accessible. Onboard video services (DVD/media player and monitors) PA system Removable signage on bus denoting NASA tours NORMAL OPERATING CONDITIONS FOR BUS SERVICE Buses must be equipped with normal comfort features for heating and air conditioning. ADDITIONAL INFORMATION This synopsis should not be construed as a formal request for proposals, but rather a Request For Information (RFI) under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government to make a purchase, nor will the Government pay for the information solicited. The information gathered from this RFI will be used for market research analysis and to plan future procurements. NO SOLICITATION EXISTS AT THIS TIME. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FedBizOpps). It is the responsibility of potential offerors to monitor this site for the release of any follow-on solicitation or synopsis. Since this is only a request for information, no evaluation letters and/or results will be issued to the respondents. A site visit has been scheduled for Tuesday October 2, 2018 at 1:00 PM – 4:00 PM Central Time. We will meet in the John C. Stennis Space Center, Building 1100 Gainesville Room 134.
