N0016419RWP49 - SOLE SOURCE - AN/SPG-62 Antenna Reflector Manufacturing - PSC 5985 - NAICS 334220 Issue Date: 10 SEP 2018 - Closing Date: 25 SEP 2018 - 02:00 PM EST Naval Surface Warfare Center (NSWC) Crane intends to solicit and negotiate a Five-Year, Indefinite-Delivery-Indefinite-Quantity (IDIQ), Firm-Fixed-Price (FFP) contract for the manufacture of AN/SPG-62 Antenna Reflectors (P/N 6778045-50) with General Dynamics Mission Systems, Inc. 150 Johnston Rd, Marion, VA 24354-4324. The Government is contracting without providing for full and open competition under the authority of FAR 6.302-1; General Dynamics Mission Systems, Inc. is the only source capable of manufacturing the highly specialized AN/SPG-62 Antenna Reflector and award to any other source would result in substantial duplication of cost to the Government that would not be expected to be recovered through competition, and would result in unacceptable delays in fulfilling the agency's requirements. The Government estimates that the IDIQ minimum will be a quantity of 09 (Each) AN/SPG-62 Antenna Reflectors. The Government estimates that the IDIQ maximum is potentially a quantity of 45 (Each) AN/SPG-62 Antenna Reflectors over the course of the Five Year Contract. Delivery Terms will be F.o.b. Destination. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this requirement based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
