- Intent to Sole Source Follow-on Contract to SERDP Project ER-2628, entitled "Meshfree Modeling of Munitions Penetrations in Soils" The United States Army Corps of Engineers (USACE) intends to award a sole source cost type contract to the University of Illinois, Chicago for a follow-on effort to their limited scope SEED contract, W912HQ-16-P-0002. This follow-on work will fully develop the robust numerical framework that resulted from the SEED project for modeling penetration in soils. The results of these simulations will result in a set of tables for probable depths of munitions based on soil conditions, projectile type, and firing conditions. No competition is being sought. University of Illinois, Chicago is the only responsible source that will satisfy agency requirements as this is a follow-on contract for the continued provision of a highly specialized research and development project. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competiton. The period of performance is three years. This is a special notice prepared in accordance with the format in Federal Acquisition Regulaion (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is soley within the discretion of the Government.
