- The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, USU intends to negotiate on a sole source basis with TVAR Solutions, LLC, located in Mclean, Virginia for One (1) fourteen (14) petabyte node pool expansion unit custom assembled and integrated into existing systems with parts manufactured by Dell / EMC. TVAR is the only responsible source that can provide this system for reasons, including but not limited to: 1) unique knowledge of CHIRP/TAGC's environment (sequencing, analysis, IT hardware, storage hardware) that was acquired during CHIRP/TAGC's previous storage infrastructure engineering, design and implementation phases, 2) the storage solution is highly customized requiring detailed knowledge of CHIRP/TAGC and is not available "off the shelf", 3) unique ability to develop a storage expansion plan including data migration from old cluster to the new cluster and during an equilibration phase during environmental modifications, 4) unique ability to provide oversight and management of both the current cluster and the new storage solution. This node pool expansion unit will be procured in accordance with the procedures of FAR Part 12 Commercial Items, FAR Part 13 Simplified Acquisition Procedures and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
