Description
The U.S. Department of Labor has a requirement for a qualified Architectural/Engineering firm to provide design and at the Option of the Government, the administration of construction services for the Exterior Envelope Repairs of Building 1 at the Cincinnati Job Corps Center in Cincinnati, Ohio. This work will require the Architect/Engineer to evaluate the extent of deterioration and design the services required to repair the building envelope of Building I. Constructed in 1897, the main building (Building l) was the former Our Lady of Mercy High School. The building is listed on the National Register of Historic Places in 1980 (NR System ID: 80003070). It totals approximately 86,290 gross square feet on six floors. The structure is load bearing brick walls and heavy timber framed roofs. The high roofs are covered with slate. The lower roofs covering the lower floors on the courtyard side are EPDM. Building I is currently used for multiple functions: dormitories on the upper two floors, administration, health and food services, recreation and education facilities are located on the lower levels. Included in the services to be performed are sampling, testing and reporting of hazardous materials presence in the caulking of windows and doors, and in roofing materials; investigation of roofing systems (slate roofs and wood framed gutters), storm water drainage calculations; evaluation of exterior brick and backup walls. The design is to include complete plans and specifications including all repair/replacement details coordinated with the existing conditions. Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the required service, and shall include the following information: 1. Three or more project examples where your firm was contracted to provide building forensic services to assess exterior envelope conditions and repairs on two or more multi-story buildings with a $1,000,000 to $5,000,000 million constructed value completed within the last five years. 2. Two or more project examples of exterior envelope repair projects involving historic buildings where your firm performed design and the administration of construction services. 3. Include one or more project example where the design services performed by your firm encompassed hazardous materials remediation. 4. Project examples shall include the location of the project (City, State), the project owner, a concise description of the project scope, specialty design consultants employed, and a comparison of the construction budget versus the construction contract value, and final contract price. Your statement of qualifications will be evaluated based on the criteria listed in the following order of importance. 1. Projects completed similar in scope and value to the services required under this project. 2. Project location 3. The estimated cconstruction budget relative to the final contract price. This Notice is for information and planning purposes only and not a solicitation or an obligation on the part of the Government to issue a Request for Proposals or a contract award. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Firms responding to this Sources Sought Notice shall submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each criteria listed above to demonstrate that the respondent is capable. Your submission should not exceed 20 pages. Your response to this notice must be submitted by September 27, 2018, 2:00 PM EDT via e-mail to the attention of Eileen Garnett, Contract Specialist: garnett.eileen@dol.gov. Acknowledgement of responses will not be made, nor will respondents be notified of the results of the Government's evaluation on the information received. A determination to proceed with this acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
