Description
Clause Addendum Solicitation COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; only small business offers are accepted and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is W912JD-18-Q-03RM and issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-100 and DFARS (DPN) 20180824. The North American Industry Classification System Code is 334517; size standard is 1000. SUBMISSION AND EVALUATION OF PROPOSALS: To ensure timely and equitable evaluation of the proposal, offerors shall follow the instructions contained herein. Offers shall be submitted as a single electronic package to the Primary Point of Contract email address not later than the date and time identified within this notice. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Evaluation: The government will award a purchase order to the contractor offering the lowest price technically acceptable; technical acceptability will be determined by offering the brand name or equal requirements meeting the salient characteristics. The System for Award Management (SAM) registration is required. Equal items shall meet or exceed the following salient characteristics: 1. Multiple operating modes to include simultaneous detection of explosives and narcotics, explosives only, and narcotics only. 2. Shall have a desktop configuration 3. Shall have a touch-screen color display 4. Shall have an integrated thermal printer 5. Shall detect military, commercial and homemade explosives: at a minimum shall detect EGDN, HMTD, HMX, NG, PETN, RDX, TATP, TNT and Tetryl 6. Shall detect illegal and controlled narcotics: at a minimum shall detect Cocaine, Heroin, Amphetamine, Methamphetamine, THC, Fentanyl, Morphine 7. Sensitivity: Explosives: pictogram range, Narcotics: sub-nanogram range 8. Analysis time shall be 8-12 seconds or less. 9. Warm-up time shall be 10 minutes or less 10. Power shall be 110/220V The Contractor shall provide pricing to the following items to include delivery to Bangor, ME 04401: CLIN Description Qty 0001 P/N: 4824000FNE-1 Ionscan 600 or Equal 1 EA 0002 P/N: 24757-1 Swab Multi-pack 25 or Equal 1 EA The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. PERIOD OF PERFORMANCE: 30 days ARO F.O.B. - Destination. 101 ARW/SFS Travis Stewart 102 Glenn Avenue, Suite 491 Bangor, ME 04401 MULTIPLE AWARDS: The Government reserves the right to place awards to multiple vendors. Multiple awards may result from this RFQ if no one vendor is able to meet the Government's delivery schedule. The following listed FAR provisions and clauses apply to this solicitation and are hereby incorporated: See attached Clause Addendum. SUBMISSION OF OFFERS: All offers shall be sent to usaf.me.101-arw.list.fal-msc-contracting@mail.mil. All offers shall be received before Thursday, September 20, 2018 by 1:00:00 P.M. EST to be considered for award.
