Description
The USDA, ARS Tropical Agriculture Research Station, Tropical Crops & Germplasm Research, Mayaguez, Puerto Rico, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), "Soliciting from a single source" based upon only one responsible source capable of meeting the Government's requirement. The USDA intends to solicit and negotiate with Neutec Group, Inc. for an 'Amphasys Z32 - Impedance Flow Cytometer'. This notice of intent is not a request for competitive proposals. However, all inquiries received by 8am CST, Friday, Sept 14, 2018, of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 13. An award notice for Neutec Group, Inc., may be posted on FBO in the near future. Requirement: Impedance Flow Cytometer with autosampler for the detemination of pollen number, pollen viability, pollen size, and ploidy in pollen samples. The common bean is especially sensitive to high temperature stress during reproductive development resulting in reduced pollen number and viability. Lab previously depended on staining methods to determine viability, limiting accuracy and that requiring extensive labor. This high through-put, automated analysis instrument will allow evaluation of larger numbers of samples with increased accuracy and precision and evaluation of pollen number and size in addition to viability. The equipment will be used for defining the genetic components of reproductive response to heat in common bean. The instrument can also be used for the evaluation of genome size and for the estimation of ploidy and can be used across programs at the USDA-ARS-TARS, and can thus serve a number of research endeavors.
