Description
BI-STATE HERBICIDE APPLICATION - CARSON CITY BLM The Bureau of Land Management (BLM), Nevada State Office has a requirement for ground based application of government supplied herbicide and adjuvants in multiple project locations for a total of approximately 474 acres. Project areas are on public lands managed by the BLM Carson City District, and include areas in Washoe, Douglas, and Lyon Counties of Nevada and Alpine and Lassen Counties of California. The Service Contract Act (SCA) is applicable and the appropriate SCA Wage Decisions are attached. See attached Statement of Work, Map, and Shapefiles for complete specifications. Targeted species include, but are not limited to, Perennial pepperweed, Canada thistle, musk thistle, bull thistle, scotch thistle, hoary cress, tamarisk, medusahead, diffuse knapweed, poison hemlock, Russian knapweed, spotted knapweed, wooly mullein and yellow starthistle. This list is not all inclusive of the weeds that may require treatment. NAICS: 115310 Size Standard: $7.5M, 100% Set-Aside for Total Small Business under the 115310 NAICS code for Support Activities for Forestry. The Government anticipates award of a single firm fixed price contract. An organized site visit is NOT scheduled. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions and density estimates that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. IN NO EVENT SHALL FAILURE TO INSPECT THE SITE CONSTITUTE GROUNDS FOR A CLAIM AFTER CONTRACT AWARD IMPORTANT NOTE REGARDING PERIOD OF PERFORMANCE: Period of performance is estimated and based on weather, soil conditions and weed phenology. It is expected that the selected contractor(s) will be available following award and can start the project as soon as weather, ground and weed conditions allow. In addition, project site(s) may need to be sprayed at the same time, or within a very short window; therefore, enough personnel/equipment would be required to perform simultaneous and/or large-scale applications. During the application, access roads may not be passable or will require four-wheeled drive vehicles.
