- Specs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. This is a Notice of Intent. The announcement number for this acquisition is NIH-OLAO-OD3- NOI2018090502 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date April 1, 2018. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated May 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 333318, which has a size standard of 1,000 million. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institutes Eye Institute's Intramural Research Program, intends to procure on a sole source basis from Federal Corporation 7390 Coca Cola Drive Hanover, MD 21046, to support the expanding NEI Intramural Clinical Research Program which will include the following tasks: The contractor will be responsible to provide: a. Required Services: 1. PART #: Haas TRT70 The Ultra‐Compact Dual‐Axis Rotary Table 1. Multiple bolt circles and precision through‐bore 2. Ultra‐compact size to fit even the smallest machining centers Warranty: 1 Year Parts and Labor [ Standard Features ] 2. Part #: HSM The High‐Speed Machining option allows faster feedrates, more complex toolpaths without hesitation or starving of the machine and reduces cycle times. Using a motion algorithm called "acceleration before interpolation" combined with full look‐ahead, HSM provides contouring feeds up to 1200 ipm (30.5 m/min), without risk of distortion to the programmed path. This yields reduced cycle times, improved accuracy, and smoother motion. HSM option accepts ISO standard G‐code from all major CAM systems, and is only a fraction of the cost of other high‐speed controls. 3. PART #: 5AXD Increase the productivity of your mill further by adding a 5th‐axis rotary table. You can reduce or totally eliminate multiple setups, and easily handle machining multi‐sided parts. You can run fully interpolated, complex 5‐axis programs. The Haas 5th‐axis drive allows the use of a fully integrated 5th‐axis Haas rotary table or indexer for multi‐sided machining, yielding increased productivity and reduced setups. Fully integrated to the Haas control - simply plug‐n‐play a Haas rotary table or indexer. 4. PART 4AXD Increase the productivity of your mill by adding a 4th‐axis rotary product. Reduce or totally eliminate multiple setups, and easily handle machining multi‐sided parts (3+1 machining). Provides operators the ability to run fully interpolated, complex 4‐axis programs. The 4th‐axis drive allows the use of a fully integrated 4th‐axis Haas rotary table or indexer for multi‐sided machining, yielding increased productivity and reduced setups. Fully integrated to the Haas control - simply plug‐n‐play a Haas rotary table or indexer. Specifications/Configuration sheet • Must work with the Haas OM-2A "Office Mill" CNC milling machine • Platter must be able to function with 3lbs. of material • Tilt spindle must have 60 ft-lb of torque, speed from 0.001 to 410 degrees.second, with a resolution of 0.001 degrees, accuracy of 30 arc-sec, and repeatability of 10 arc-sec. • Rotary spindle must have 40 ft-lb of torque, speed from 0.001 to 410 degrees.second, with a resolution of 0.001 degrees, accuracy of 60 arc-sec, and repeatability of 10 arc-sec. • Table must weigh no more than 70 lb This is a fixed-price contract and the FOB term is Origin and Payment Net 30 days. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award]. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 2:00 PM Eastern Standard Time (EST), September 10, 2018 to Ms. Anita Edwards via e-mail to ae22u@nih.gov. Electronic submission ONLY will be accepted. All information furnished must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
