- *** SOLICITATION amended to clarify the added "transition" CLINs 0009 and 0010 incorporated within a previous amendment. Transition CLINs are only to be priced based on the transition of current services from one contractor to the next where current Contracts include Janitorial, Grounds and Waste Management services. This CLIN shall NOT be used to price mobilization/startup costs. All startup pricing shall be prorated for the entire base period of the proposed Contract. ATTACHED PRICING SHEETS MUST INCLUDE THE ADDED TRANSITION LINES OR, AT A MINIMUM, MUST SEPARATELY NOTATE THOSE COSTS ALONG WITH A BREAKOUT OF WHAT IS INCLUDED WITHIN THEM, IN COMPLIANCE WITH THE CLIN STRUCTURE. This amendment does NOT affect the due date and time for proposals of 9/11/2018 at 11:30AM EDT. NOTE: TP 2.18 states that "The Government will provide the Contractor supplies, material, parts and equipment it has available at the beginning of the contract during transition only.*** ** Pre-solicitation amended to change the estimated solicitation issue date to 30 July 2018. W912PM-18-R-0002 --------------------------------- The Army Corp of Engineers Wilmington District intends to issue a solicitation for Operation and Maintenance Facility Support Services at Falls Lake and Dam in Wake Forest, NC and B. Everett Jordan Lake and Dam in Moncure, North Carolina. Falls Lake is a multiple use project that provides flood damage reduction, water supply, water quality control, outdoor recreation, and fish and wildlife conservation. Falls Visitor Assistance Center and the dam are located at 11405 Falls of Neuse Road Wake Forest, NC 27587. The lake is located within the Neuse River Basin. The Project consists of 38,000 acres of water and adjoining land located within Wake, Granville, and Durham Counties in North Carolina. The U.S. Army Corps of Engineers manages approximately 350 acres of land at the Dam and Visitor Assistance Center location. The Corps has leased the remaining lands surrounding Falls Lake to the State of North Carolina and these lands will not be included in the scope of work of this contract, with the exception of boundary line maintenance and traffic counter maintenance. B. E. Jordan Dam and Lake is a multiple use project that provides flood damage reduction, hydroelectric power, water supply, water quality control, outdoor recreation, and fish and wildlife conservation. Jordan Dam and Visitor Assistance Center are located at 2080 Jordan Dam Road Moncure, NC 27559. The lake is located within the Cape Fear River Basin. Jordan project consists of 45,800 acres of water and land within Chatham, Wake, Durham, and Orange Counties, North Carolina. The Corps maintains 579 acres around the Visitor Assistance Center and Dam. The other land is leased to the State of North Carolina and will not be included in the scope of work of this contract, with the exception of boundary line maintenance and traffic counter maintenance. The Contractor will be responsible for and will provide all planning, programming, administration, management, supervision, maintenance of accurate and complete records and files, quality control inspection, personnel, materials, supplies, parts, tools, equipment and vehicles, except as otherwise provided, necessary to operate and maintain Government owned facilities and equipment for Falls and Jordan Lakes. The solicitation will be issued on or about 30 July 2018. The anticipated pre-proposal conference/site visit will be determined at a later date. The solicitation is set aside for 100% for Small Businesses. It is the Government's intent to award a Firm Fixed Price contract for this project. The entirety of this Project applies to two separate lakes and dams although one award is anticipated resulting from the proposed solicitation and proposal submission. The North American Industry Classification System Code (NAICS) is 561210 with a small business size standard of $38,500,000. A fixed price contract will be awarded for a base period from date of award through 31 March 2019 with four (4) one (1) year options. There is no guarantee that options on the follow-on years will be exercised. Any award to be made from the upcoming solicitation will be based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance, and Price. Technical and Past Performance are both equally important. The Technical factor is comprised of two (2) sub-factors: Soundness of Approach and Management. Soundness of Approach is more important than Management. Technical and Past Performance, when combined, are significantly more important than Price. All potential sources must obtain a DUNS number and register in the System for Award Management (SAM) at www.sam.gov. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the FedBizOpps website at http://www.fbo.gov. Paper copies will not be available. No telephone, faxed or mailed requests will be accepted. Those registering are responsible for the accuracy of the information on the website. Registration must include the firm's physical address, telephone number, a valid fax number and a point of contact. All notifications of changes to this solicitation shall be made through the FedBizOpps website.
