Description

This is a Request for Information (RFI) to identify qualified and experienced sources for an anticipated Firm Fixed Price Indefinite-Delivery Indefinite-Quantity contract with Economic Price Adjustment provisions under NAICS code 336390 with a size standard of 1,000 employees. The proposed contract vehicle will provide Third Party Logistics support for the Public Works Departments located at Naval Support Activity Crane, Indiana in support of the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic. The requested information is related to the active solicitation N0018918R0007 issued on 08 February 2018 and RFI N0018918R0095 issued on 12 July 2018 via the Federal Business Opportunities website. The active solicitation N0018918R0007 is available at: https://www.fbo.gov/index?s=opportunity and mode=form and id=2bef0c41d760bb9e1f2d13810cebea14 and tab=core and _cview=1 As a result of the RFI N0018918R0095, the contracting officer obtained an individual waiver for the nonmanufacturer rule (NMR) in regards to solicitation N0018918R0007 and the forthcoming contract. The effect of this waiver is to allow an otherwise qualified small business to supply the product of an other-than-small manufacturer or processor on this intended small business set-aside contract. Although an NMR waiver has been obtained, it must be emphasized this waiver does not waive other legal requirements applicable to the Berry Amendment or the Buy American Act. Moreover, the individual NMR waiver does not change the definition of a small nonmanufacturer. Nonmanufacturers must have 500 or fewer employees to be considered a small business. Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a request for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This RFI should not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Responses to this Request for Information shall include the following information in this format: 1.Company name, address, point of contact name, phone number, fax number and email address. 2.Contractor and Government Entity Cage (CAGE) Code 3.How many employees are employed under the company 4.Statement indicating your interest in participating 5.Comments or feedback concerning the applicability of the nonmanufacturer rule waiver and the 500 employee size standard as solicitation N0018918R0007 is set aside for small business competition 6.Capability statement displaying the contractor ™s ability to provide the minimum requirements, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. Responses should be emailed to david.w.crouch@navy.mil by 8:00 am on September 17, 2018. Again, this is not a request for a proposal. Respondents will not be notified of the results and the Government is not required to answer any questions submitted in regards to this sources sought notice.
