- Boise Storage Feasibility Study Synopsis: The U.S. Bureau of Reclamation (USBR), Pacific Northwest Regional Office (PNRO) anticipates issuing a Request for Proposal for professional Architectural and Engineering Services (AE) Services under an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Contract for AE Design Services in support of a feasibility study to explore potential increased surface water storage opportunities behind Anderson Ranch, Arrowrock, and/or Lucky Peak Dams, which are within the Boise River System in Southwestern Idaho. The comprehensive scope of the AE services shall include documented experience, professional registration, and applicable expertise in comparable feasibility studies and associated environmental compliance. The AE shall be able to perform public scoping and outreach; perform topographic survey, modeling, and analysis; conduct feasibility-level studies; identify, formulate, and/or develop non-structural alternative(s); develop feasibility-level designs and cost estimates; analyze alternatives; perform economic analyses; consult on environmental compliance and permitting requirements with local, state, and Federal agencies; conduct and assist in project management; perform technical writing; and prepare construction documents. Details on the required services will be provided in individual task orders. The awarded contract base services will include professional AE services with the ordering period of five years for services from contract award. This acquisition will be solicited as a 100% Small Business Set-Aside. Initial efforts for the next two years are focused on Anderson Ranch Dam. Analysis of alternatives for Anderson Ranch Dam will take approximately six months to complete and must be completed prior to the initiation of formal environmental compliance activities. Pre-Notice of Intent (NOI) environmental compliance activities will be performed in parallel with feasibility determination efforts. Formal environmental compliance (EIS) activities shall take no longer than one year from issuance of NOI to finalization of an EIS and ROD. Associated high level schedule milestones are as follows: Dec 2018Award AE IDIQ and Task Order 1 May 2019Initiate environmental compliance June 2019Complete analysis of alternatives Nov 2019Draft EIS Mar 2020Final EIS May 2020Complete environmental compliance Jun 2020Finalize Feasibility Report This procurement is subject to the Brooks AE Act as implemented in Federal Acquisition Regulations (FAR) Part 36.6 The RFP, and any subsequent amendments, will be issued in electronic format only and will be available on or about September 2018 on Federal Business Opportunities (www.fbo.gov).
